Now let's call to order the travis county housing finance corporation. Item number 1, consider and take appropriate action on request to approve budget for fiscal year 2011.

>> good afternoon, harvey davis, manager of the corporation. And the budget provides really three main activities for the housing corporation. First, to complete the tenant base rental assistance grant and hopefully to apply for new funds for that grant. We're about halfway finished with that program. Second is to initiate and the community development block grant that we've had with travis county, to initiate that program. And finally is to collect the funds -- we have completed the neighborhood stabilization program and to collect the funds that are owed by the state for that program. The budget sets up reserves for those three grants and then the transfer to allocated reserve, which is money that would be available for additional programs by the board is a little over $143,000.

>> discussion? All in favor? That passes by unanimous vote. Number 2, consider and take appropriate action on request to approve minutes for board of directors meetings of august 17 and august 24, 2010.

>> any corrections? All in favor? That carries unanimously. Number 3, consider and take appropriate action on the following requests: a, enter local agreement with southeast texas housing finance corporation.

>> and we're asking your permission to hire southeast texas housing finance corporation to be our consultant for our home program and our home buyer assistance program and for the community development block grant program. We -- southeast texas, as you can see in the backup, does -- and has for years, does consulting work for many governmental entities, other housing finance corporations, other counties such as even harris county. They have an excellent reputation. We interviewed leroy nellis, deanna ramirez, mike gonzales and myself, we interviewed the officials at southeast texas and were very pleased with this arrangement that we hope you approve. The agreement would provide for each -- each closing. They would receive $450, plus they would receive an application fee of $50 and then a $45 fee for the closing and administrative costs with the closing of the contracts. This is in line with what we -- we have paid other consultants and so the fee is, in our opinion, reasonable, and we would see -- if you arrive the interlocal agreement, they would -- we have two contracts on our home grant and this would provide us an opportunity to ensure that we have a good working relationship with southeast texas with the anticipation that they would be the consultant on the cdbg grant, which, of course, is going to be a significant undertaking.

>> any discussion on the motion? All in favor? That passes by unanimous vote. And 3 b, department of housing and community affairs contract system access request form.

>> and since you approved the interlocal agreement, this -- this authorizes the corporation says that to the state for our home grant, that they are consultant and will allow southeast texas then to access the state's online grant system.

>> so it's going to happen whether we approve it or not, isn't it? Move approval anyway.

>> well, the president --

>> all in favor? That passes by unanimous vote. Too late, mr. Davis. Story about that.

>> 4, consider and take appropriate action to approve an invoice for payment of repair escrow related to the neighborhood stabilization program.

>> good afternoon.

>> [inaudible] the item before you is repair a $500 repair escrow. One of our interested home buyers purchased a h.u.d. Foreclosured property. The home did not have a range stove installed in it. To ensure nsb housing minimum build quality standards, we have to insure that will be fixed after closing. So at closing the corporation held in escrow $500. This $500 came -- was part of the assistance that was provided to the household. And then after closing the stove has been purchased and installed and paid by the home buyer so this is to reimburse a portion of the total cost to get that remedied.

>> so the home buyer absorbs the $256 balance?

>> that's correct.

>> okay, and this money is escrowed for this particular purpose?

>> right.

>> the $500.

>> right. It was part of the nsp assistance given to the home buyer, but we have to ensure that the items get picked up afterwards so we hold them in escrow and document the repairs have been made and they do meet hsq standard and reimburse them up to that $500 amount.
