14. Consider and take appropriate action on the following items related to the program year 2010 action plan available through community development block grant funds from the united states department of housing and urban development: 1. Accept comments -- a, accept comments received during the 30-day public comment period; b, approve the final draft including final edits; -- why don't we take each one of them as we go. Okay? 14.

>> good morning, christie moffat, travis county health and human services. Today we are asking the court to complete an eight month process we began back in january where we started the action planning process. Through the process, we've had a total of seven public hearings. And -- and we are -- we had our final public comment process regarding our proposed uses spanning from june 22nd to july 23rd. During that time, we also held two public hearings, here at commissioners court, we received one comment that was during the public hearing at commissioners court. Exhibit a in your backup shows what that comment was, specifically to make sure that north ridge acres was included in the list of projects for future consideration. As well as considering manufactured housing as an affordable housing option. So we have included those comments and are asking that the court accept those comments for inclusion into the document.

>> we have exponded to mr. Schneider and in-- explained to mr. Schneider why we have made certain discussions.

>> so during the 30 day public comment period, staff had time to revisit the document again and -- and in exhibit -- we've made some grammatical and clarity edits. In exhibit b and in exhibit c, we have provided for you in your backup, there is a carryover chart that we updated. Now that we have moved a little further into the expenditures, we know what money we might be carrying over into the next program year, so we have updated that chart. The most specific change was regarding the youth services,

>> [indiscernible] expansion, funding available for youth, it's flexibly funding for things like mentoring, tutoring, counseling, those kinds of things to keep children from engaging in -- in the juvenile justice system. And so we will be carrying over those funds into next year so that they can have access to those dollars. And then in exhibit c, the primary change was back in last year, we -- the court approved in py 2008 the change for up to $25,000 of assistance for home rehabilitation. And we had no reflected the -- not reflected the impact, so that moved the project from py 2008 home rehabilitation from 20

>> [indiscernible] to 3 households. That's an estimate. It could increase depending on the amount of assistance per household, but we wanted to make sure that was reflected accurately in the document.

>> c says that we are -- we are investing a whole lot in -- in housing.

>> correct.

>> and last time we looked at the home buyer assistance in -- in nine and 10, how is that progressing?

>> we have a draft of the contract. And we have the program design ready. We are working or the housing finance corporation has been in talks with someone to make sure that we get some technical assistance and review that, but we should have that implemented i would say within the next 30 to 45 days.

>> so we think that it's on track so far.

>> yes.

>> any more discussion of b?

>> move approval, judge.

>> second.

>> any discussion on the motion? All in favor? That passes by unanimous vote. C is to authorize submission to the united states department of housing and urban development, san antonio field office, region vi.

>> that is what we approved in a and b.

>> correct. It is due on friday and we're asking that the judge be authorized to sign the -- the forms that are in the certifications within the -- contained within the documents so that we can turn it in on friday.
