Item number 1 is a public hearing to receive comments on the program year 2010 action plan including the proposed usage of community development block grant funds. Show commissioners gomez and huber absent for the entire meeting.

>> good morning. Christy moffett, travis county health and human services. This is the last public hearing for the program year 2010 action plan. Travis county receives community development block grant funds from the u.s. Department of housing and urban development and annually we have to go through a process where we determine how we're going to use the money for the upcoming year. As a part of that process, there are five public hearings that are held in february and in march, followed by two public hearings in the summer. So this is the last of seven public hearings to discuss proposed usage of the funds. There's a power point on the table. I'm not going to go through the whole presentation today, but i'm just going to briefly highlight what we're proposing to fund. For program year 2010, we're anticipating to receive $942,749. $400,000 is proposed to be spent on street improvements for lava lane. That is the final phase of a three-year phased project where we construct and improve lava lane in precinct 4. $285,000 for home buyer assistance. That is in the form of downpayment assistance as well as gaap financing. $69,295 for public services other, social work services. That's for an expansion for a project for a social worker to provide services in precincts 1 and 4. And finally $188,454 for cdby administration and planning and that partially pays for two staff as well as the operating costs related to the grant. In addition, we're also recommending the approval of alternate projects in case one of the projects that we've proposed slows down, has cost savings or comes into an issue where we can no longer move forward. And those three projects are up to $300,000 of additional assistance towards home buyer assistance, up to $200,000 towards homeowner rehabilitation, and up to $125,000 for navarro creek drive street improvement project. And so in terms of the public comment period, the 30-day period ends on july 22nd at 5:00 p.m. So if people were not able to attend today to present their comments, they are welcome to provide written comments to the cdbg office by 5:00 p.m. On july 22nd.
