Number 12 is to consider and take appropriate action on a citizen participation plan related to the community development block grants funded through the us department of housing and urban develop. A, changes to the plan. And b, post proposed changes for a 15-day comment period from june 28-july 12, 2010.

>> good afternoon. Christy moffet, travis county health and human services. As we spoke last week, including the list of alternate projects requires us to amend our citizen participation plan that was approved back in april of 2006. We did this in conjunction with technical assistance from hud. When we presented the idea to them as a way to shorten the period of time that we have to go through should we decide to take an alternate project rather than going through a substantial amendment process that can to 60-90 days, if we put alternate in the action plan, then as soon as we know that something is slowing down and we need to we place it, we can slot in anything considered an alternate project. So hud gave us some guidance. As a result, i provided to you a copy of the citizen participation plan with changes. Any additions were underlined, strikouts or things we're wanting to delete, the county's attorney office reviewed the changes and are satisfied with those. It also gave us the opportunity the make sure that we were providing a consolidated plan can be done every three, five or six years depending upon the jurisdiction's decision. So we wanted to make sure that was in there. Then a couple of wording changes that the county attorney asked us to make. So other than that, the substantial change is to allow alternate projects to be very clear about when we would go through a substantial amendment. The only time if we select an alternate project to replace a project that slowed down that we will have to go back and put it up for public review is should we decide to delete a project in its totality. So let's just say that something decided to slow so much we decided not to continue to fund it. During the cycle that we going through right now in the summer we would put up for public comment the deletion of the project and that would take care of our obligation for feedback.
