Travis County Commissioners Court
May 4, 2010,
Item 24
24 is to consider and take appropriate action on the Lake Travis park master plan public improvement process. Let me announce we've been asked to postpone 32. Did we pull that previously?
>> yes.
>> we certainly did. And i received another note to do that. We did not postpone previously no. 35. Tim laberty, assistant county attorney asked us to pull that item, no. 35, on the executive session list. Now, 24?
>> yes, we have an agreement with the lower colorado river authority to manage seven of their properties along Lake Travis, and part of that agreement calls for the -- requires the county to prepare a master plan for the seven properties. This particular document will fulfill that requirement, and our staff, wendy scraprotti remade that planned, reviewed it with the lcra, now time to go to the public. We have several dates we'd like to set up, may 19 at the west service center, may 19 as lago vista and may 20 back here at the commissioners court. So really today's item is merely to get your approval to proceed out to get public comment on the draft plan.
>> i am glad that we extended those dates some. How do we advertise the opportunity to give comments during these public hearings?
>> we have an item in the newspaper, and --
>> we issue a press release. We hand out fliers, and we do have a database of people that have come to previous parks-related meetings, that we contact those folks too. And we post it on our web page.
>> okay. And those who want additional information can just contact our transportation and natural resources department, ask for the parks department?
>> well, they have my name and charles berg's name.
>> okay. You can also get it off the county's web page, okay? Comments? Questions? Discussion?
>> can you -- can you inform us a little more on the final bullet with regard to graveyard point?
>> well, let's see. When they did the cost benefit study, as it says here, the recreational benefits exceeded the flood control benefits and that's not within the mission of the corps of engineers. So i've been briefed by stacy shefelon, and it's really on hold.
>> so we'll come back to that later when we --
>> whether or not they proceed with it.
>> okay.
>> there's actually two parts to it. One, it has to be justified by the cost benefit, but also there has to be a local sponsor, and when we discussed this under -- two years ago, there's some reluctant on the part of travis county to participate in a buyout program where the majority of residents didn't want to be bought out, so that was also the issue. So we kind of just set that aside rather than consider the park in this master plan, we set it aside and said that's for future decision.
>> thanks for that refresher.
>> i had one question on tom hughes park. Will that -- that process of sale include an opportunity for the adjacent neighborhoods to be involved in possible purchase?
>> well, it won't proceed without having, you know, public notice of it, so i --
>> looks like we ought to let the neighborhoods, out of courtesy, know that that's our intent.
>> adjacent neighborhoods.
>> well, and i think through the public hearing process we'll be able to solicit their feedback and see what they have to say.
>> move approval.
>> second. Any more discussion? All in favor. That passes by a unanimous vote.
>> thank you.
>> now, the only other two items left, no. 7 we'll take up at 1:30. I have received a note indicating that for no. 25, the immigration services network prefers to come at 2:00 this afternoon. Therefore i move that we recess until 1:30.
>> second.
>> all in favor? That passes by unanimous vote. And, mr. Oper, does your continuing presence here mean that you would like documents to be signed? Do you have them or do i have them?
