We move to resolutions and proclamations. First proclamation, approve proclamation declaring april 27, 2010, as conservation day in honor of the 75th anniversary of the natural resources conservation service in the state of texas. Do we have any folks from the conservation corps? Please come forward. Are you mr. Garcia?

>> it's a pleasure to meet you.

>> take a seat and we'll read the proclamation. Would anyone else like to read the proclamation? It's a wonderful proclamation.

>> surely. Whereas the people across texas wish to live in harmony with the natural resources and leave a better earth for our children and grandchildren, whereas conservation across our beautiful state state work hand in hand with the citizens of texas to conserve natural resources and create a healthy land, whereas leadership for conservation of natural resources on private lands is provided by partnerships that include soil conservation district, state conservation agencies and other federal agencies, tribes and the usda natural resource conservation service, whereas the natural resources conservation service and its predecessor the soil conservation service have been helping agricultural landowners in texas meet their conservation goals, whereas the natural resources conservation service has established an important conservation partnership with farmers and ranchers in texas, whereas now is the time to recognize the contributions of the nal rat resources conservation service and its partners and to increase awareness among the state's citizens of the importance of natural resources, now therefore be it resolved that we, the members of the travis county commissioners court, do here by proclaim april 27, 2010, as conservation day in honor of the 75th anniversary of the natural resources conservation service in the state of texas and urge all citizens to celebrate this special observance and further to reflect on ways that together that we can contribute to a healthy environment and make texas an even greater place to live, work and raise a family.

>> thank you. This resolution, again, it's the 75th anne ry. I have been working with the agency 31 years come august. So i'm part of the system, been part of the system for a long time. I started with the original soil conservation service in the gulf coast and have been here in travis county almost six years next month. I wanted the say in listening to the commissioners address issues that were resulting in this roads and subdivisions and so forth, i want to say that our agency, though we are geared at farmers and ranchers and natural resources, we always consult with residents also. We have been referred to as the soil guys. We are not just about soils. In 1994, october 1, 1994, secretary mike este changed our name to natural resource conservation service to be more holistic with the air, the plants, the humans, the soils and the water and so forth. To be recognized nationally as 75th anniversary is a great pleasure, having been part of it and have travis county as i consider travis county probably the mecca of the environmentalists in the state of texas. It's a wonderful county. We work hand in hand with all the resources at travis county and the state and we are in partnerships with more than just soil and water conservation district. We are in partnership with lcra, tceq, nature conservanciy, hill country conservancy, just about every resource, and our sister agency, farm seniors, interior, fish and wildlife. It pleases me to be here and be recognized for this great anniversary of the natural resources conservation service. Thank you.

>> also a wonderful article in the texas parts and wildlife issue just recently regarding conservation efforts and various entities.

>> yes, and the natural resource conservation service nationwide has definitely spearheaded water issues more so than soil and plant issues. The drought we experienced last couple of years was sort of like an eye awakening experience for all of us. Because of the systems we have in place, the drought management systems, ag producers and residents kicked in all all did their part. We're pleased it's not just about cows and goats and horses and crops. It's about natural resources on our private properties also.
