Travis County Commissioners Court
April 13, 2010,
Travis County Housing Finance Corporation
>> good afternoon, let's call to order the travis county housing finance corporation. The first item is to consider and take appropriate action on request to approve reimbursement request from the housing authority of travis county.
>> good afternoon, harvey davis, manager of the corporation. The amount that i'm asking you to approve for the housing authority is $8,415 and this is part of the -- this is the first request for a payment on the $135,000 contract that we have with them. $785,000 to be payable in this -- $75,000 to be payable in this year for the in depth study that they are doing on their -- due to nacial in the backup it's the invice from the e.p.a. And the request for the payment from the housing authority.
>> questions.
>> motion.
>> second.
>> all in favor? That passes by unanimous vote. Number two is to consider and take appropriate action on the preparation and submission of a community development block grant (cdbg) project proposal application to travis county community development block grant office to fund homeownership assistance program.
>> this application was due march 31st and we sent a proposal to the cdbg office and are asking you to -- to approve the request. The application. The application is similar to what -- to what we sent last year. Last -- and this is to assist persons -- citizens whose income is below 80% of the austin median family income. The proposal is to assist 35, that's in the budget, i think -- in reality i think it would be a little bit more than that. The -- we were approved last year for the grant. But it's -- and we expect that it will begin in june of this year. There is -- so we -- so this would be a -- a second grant and we have -- still have not started the first grant. This -- this -- implementing this program with both cdbg and office and our office, will take -- will take -- a significant amount of -- of start-up, learning, experience. Because we -- we have the experience of -- of doing these programs, making these loans, to cdbg -- the cdbg office will be monitoring us on our other grants that's been the state, so the cdbg office is kind of in the position of -- of what the state has done on our other grants. So there would be a fair amount of coordination and -- and needing to kind of get this going. I think in six months we would have a good read of -- of how things are going on the first grant and we will give better input on -- on how to proceed on this -- this second grant. But -- but we do see that -- that -- that this being more of a -- of a -- something more permanent than just a one-year grant, makes sense, because again of all of the learning processes that will have to be done by the two offices.
>> for those inclined to conclude that we have missed the deadline, mr. Davis, what's our explanation for that?
>> our explanation for that is that your -- your manager just failed to get it on the agenda in a timely manner. I will take the blame for that.
>> [laughter]
>> but we filed the application and this is to ratify it.
>> yes, sir, it is.
>> we can always withdraw the application.
>> move approval.
>> second.
>> our residents will be happy with that explanation.
>> okay. Discussion? All in favor? That passes by unanimous vote. Move adjournment. Second. All in favor? That passes by unanimous vote.
