Travis County Commissioners Court

March 9, 2010,
Item 24

View captioned video.

24 is to consider and take appropriate action regarding contract with envision center of Texas.
we discussed that matter during the budget process and decided not to act on it.
and ms.
campbell did meet with various members of the court if not everybody.
my position is that we ought to go ahead and fund that.
nobody knew exactly what to do I would take the money from allocated reserve.
but today it's on the agenda for us to decide how to proceed.

>> judge, before we act on that I really would like to hear, since we are in a big planning phase with the county and also the city of Austin, how they are planning efforts, and envision center Texas is also doing planning on a regional basis, I need to ask tnr what has the envision center Texas data that they use, that we have a need for or use for.
and right now I'm not clear as far as what has translated to the tnr department who would be the recipients of a lot of these things that I guess that they are doing.
i'm just having some questions and I need to pose that to tnr to see if they can maybe help me out a little bit on that.

>> as you know, it's primarily a forum, a planning forum.

>> I understand.

>> and we participate in that forum.
so it generates ideas on different things we should take about between agencies.
a lot of them are planning consents.
we certainly have engaged with them for instance on the green print and how you go about.
and how you go about reserving open spaces for the future, how to do that.
they have looked at ways county governments might be able to get additional land use authorities and have conducted several forums on that.
they have done some mapping that we have been able to use for our planning processes.
i think more than anything, though, it's just a way to get people to come together, whether municipalities or counties or state agencies, to talk about what we might do collectively to do things differently.

>> okay, I'm glad you answered that the way you did because not knowing exactly all the things that they have done, especially in your department, and you actually laying et out --it out the way you did as far as being in receipt of the particular aspects of what they are doing, I have no problem.
but I wanted to be sure that you had an opportunity to lay it out per se as far as what you received.
in other words, what did Travis County go e in exchange for the $25,000 investment.
okey doke.

>> ms.
campbell, let's hear if there are questions to be put to her.

>> no, I did this basically for joe gieselman, the recipient of some of the things that they do.
i don't know if court members have questions of ms.
campbell.

>> it is the service to take from.
i would expect that you would request that also if the court authorizes the 25,000.

>> all right.

>> Commissioner Huber.

>> I would like to say that I think envision central Texas role is becoming extremely, increasing in importance as a forum for bringing the different stakeholders together when relates to regional planning.
the move at campo toward the center's approach is an exact overlay of the history of envision central Texas.
and we have, envision central Texas actually has participation by tex dot and campo staff as well as other stakeholders like the real estate community as well as elect the officials.
i think what I have observed in recent months is that this is really critical to our entire regional planning process right now because it does provide that forum of independence from other elected bodies and appointed organizations.
so I think I would be very support I have of moving forward with this.

>> move that we direct county staff to put together an appropriate contract with a scope of service that the source of funding be allocated reserve.

>> second.

>> second.

>> ms.
ri.

>> a clarification, would you like pbo to bring that back or would you like to direct them to do that as automatic?

>> we need to see the contract first.
auditors insist on seeing thatwe --

>> so we will bring it back.

>> I see let's do it at one tim.

>> we'll bring it back the same day.

>> any discussion?
all in favor.
that passes by unanimous vote.
my guess is that we can get that done in two weeks.
our lawyers typically work very fast on these.

>> we'll work with purchasing to bring it back quickly.

>> thank you, mr.
hill, for volunteering and supporting the judge.

>> absolutely.
