from the competitive procurement process pursuant to section 262.024(a)(2) of the Texas local government code.

for the county employees watching this, our emergency services department has recommended that we allow non-essential county personnel to go home today at 3:00.
that's non-essential personnel.
if you work in an office that interacts with the public or work for the Commissioners court, this does not cover you.
>> [laughter] you will have to get specific directions from your supervisor, but we are doing this because the city of Austin and other governmental entities in this area are doing so as a result of the buildup of sleet and snow on the roads and the -- and the temperature.
so -- so we think if we let you go home by 3:00, you will be able to get their safely.
so as county judge, I declare the emergency situation to exist and issue that order.
and actually mr.
baldwin ought to be communicating with the county staff that message right now.
