we're revisiting this.
in looking at this in more detail, there's such a wide variety in the bids, and I'm just wondering why.
to me, it begs questioning why the highest bid was more than twice of the lowest bid.
i'm wondering about the specifications we put out there.
for example, are we being specific enough?

when you say highest bidder, are you talking about the very highest bid or the apparent low --

>> no, the apparent low and highest bid, Texas roofing systems.
why is there such a huge span --

>> various reasons, Commissioner.
if you look at the range between -- we had a competitive range between the first, second, third and fourth range.
you get down to Texas roofing, 1.1 million, it could have been due to the type of materials they're using, their workforce, bad takeoffs.
i couldn't answer that for you.
i could try to do a little research and find out for you.
basically, do we have bids in the competitive range?
we have a lumping of about one, two, three, four, five six in the competitive range, so we feel like we have valid specifications.

well, I just -- it worries me because we end up getting modifications to increase the bids later.
and when I see something that's this broad of a range, I just wanted to bring it to the court's attention because I wonder if our specifications are --

>> good morning.
director facility manager of the department.
the normal specification of the roof is the normal specification we have been using all along.
normally, we do not have change orders on the roof, probably one or two and very small, and we feel good about this bid, and it's, as marvin said, about six of those 12 are within the budget, and the rest of them, some dollars above the budget.
if you get six, that's good.
now we have the 12.
so I think the competition right here drove the dollar down.
