b, nonroutine request from emergency services regarding creation of two new job classifications, including job descriptions, in the emergency services department.

i have with me todd osborne, compensation manager, carlotta senior consultant, and todd davy who will discuss the two new classifications as well as job descriptions for star flight.
>> good morning, judge.

>> good morning Commissioners.
what we are asking you to do today is to approve two new titles and job descriptions in the area of emergency services.
one of these positions is the title of chief clinical supervisor.
the other one is an aircraft mechanic senior position.
start with the aircraft mechanic senior position.
we are asking that essentially a lead position be established to facilitate career progression within the mechanic series.
have someone who will work with the, can you hear me okay up there?
okay.
someone who can work with the department manager in terms of evaluating the other mechanic staff.
someone to assist with the purchasing and someone who can essentially fill in when the maintenance manager is theer out or, out of town or just out of the office.
this is really a request to set up a career progression spot within the series.
the other position is the chief clinical supervisor.
here we have three primary concerns.
as it stands now we have a medical supervisor who is supervising approximately 16 flight paramedics and nurses, which that ratio is high by daughterty standards, typically 1:6.
somebody supervising essentially 16 people creation of another supervisory position at equivalent level would drop the scope of command down to about 1 to 8.
second, the department is up for camts certification this year and one of the requirements of that is that a position be established to handle quality control and clinical supervision.
this position would be dedicated to that.
and would assist in the ca in.
ts certification--camts certification.
finally, the position is one established to handle quality control and the clinical training, which currently is being handled by the medical officer and the department has indicated that a specific individual is required to handle that duty.
i think I'll pass over to danny if he wants to add additional comments to this.

this is all coming about based upon the transition this we did from city to county.
so the mechanic, for instance, was where you approved the phase one business plan and we added one mechanic.
so that now has created this particular situation.
then of course the clinical supervisor position is something that we should have done all along but now that we have everybody in one camp, it's time for us to make an adjustment that makes it fair for everybody.

one is, so we approved the senior aircraft mechanic as part of the budget process travis?
>> sorry.
>> the funding is in place as part of the budget process.
so the department in their budget submission included funding that would cover these two reclasses?
>> well, the business plan did not approve a senior mechanic.
that is what we are trying to take.
we approved a mechanic position.
so what we are trying to do now we have three mechanics on the floor, there needs a senior, somebody in charge.
so that is, it wasn't an I proved, judge, as far as initially business plan.
the actual mechanic position wa.
>> but the cost for it is in this year's budget.
>> yes, the money is there.
>> okay.
>> the funding is there but you didn't approve the changes.
>> yeah.
so when you say the money is there, you mean what?
>> the funding.
>> the funding for the clinical supervisor, it's $3,000.
and we have that in the budget.
we can cover that in our budget.
>> in the current year's budget.
>> in the current year budget.
>> that is to create a very over a regular mechanic--senior over a regular mechanic.
>> yes, sir.
>> so the pay differential is accounted for in the budget.
>> yes, sir.
>> during the budget process we approved another mechanic.
>> yes, sir.
>> and the request here is for a senior mechanic which will cost more.
>> this is not a new fte.
this is taking the existing position and simply reclassifying it from a mechanic to a senior.
>> that is what I was about to say before I was cut off.
>> I'm sorry.
>> that is why we are looking at $3,000 rather than a full salary of a senior mechanic.
>> uh-huh.
>> what about the chief clinical supervisor?
>> the chief clinical supervisor is, again, taking an existing fte and reclassifying to a clinical supervisor.
what we have had in the past, we have been actually using an employee and paying them a stipend to do this medical work.
but as todd mentioned, it's time for us to go ahead and establish this position officially in order to be able to comply with our accreditation, but also do the work that is necessary as he described.
but also more importantly, separates the number of responsibilities to whereas one person right now supervising basically 16 people.
it's kind of cleaning up several things.

>> and so that is in the current budget.

>> I was going to say, judge, this is the first part of a two-step process.
here we're asking you to approve the title, the job descriptions and the pay grade.
you will see on personnel amends ments, if those approved today, a reclassification in a separate personnel amendment that would reclassify the two individuals into these slots once they are created.
>> during these tough times we ought to get the money clear up front, was my only concern.
>> yeah.
>> now I understand it.
so we anticipate a creation of two positions.
we are finding out the specifics here.
costing a little bit more than we budgeted, but that difference is in star flight's budget basically.
>> right.
