Number one is a public hearing to receive comments related to the community development block grant available from the u.s.
department of housing and urban development in the following areas.
a, community needs and project ideas for the unincorporated areas of Travis County for program year 2010.
that is from October 2010 to September 2011.

today is the beginning of our public hearing process to develop our program year 2010 action plan as well as to gather information for our next consolidated plan strategic direction.
we received community development block grant funds from the u.s.
department of housing and urban development.
i have a very short powerpoint presentation.
the powerpoints are available in english and spanish on the table.
we will move through this fairly quickly.
today we are wanting to identify community needs.
we have five public hearings that are occurring at this time.
the one here today, and then we have four others, beginning the week of February 22.
so that week there will be four public hearings, one in each of the precincts, and the schedule is here on the slides.
one on February 22, two on February 24, and the la is one on February 25.

this is to help determine approximately 866,380 in cdbg funds.
during the public hearings we are requesting that the public prioritize funding areas and identify project ideas for program year 2010 as well as determining funding areas for program years 2011 through 2013.
if you are not able to make it to a public hearing there are other ways to participate.
we have a participation form that is available to residents either on the internet, on the Travis County website at www.traviscountytx.gov back slash cwg, or call our office and request one be made.
it mimics the public hearing process without you having to be there.
additionally you can fill out a project proposal form available to resident groups, agencies or county departments with specific ideas.
you can access the forms on the website or by calling our office to request one to be made to you.
projects are prioritized from ideas from resident groups, nonprofits, Commissioners court and county departments.
we consider those projects proposed, cdbg staff runs it through whether or not the project will meet hud's national objectives and regulations and is it an eligible activity.
then we post it against evaluation criteria that the Commissioners court approved back in January, as well as some other processes that we have gone through in terms of the Travis County over arching investment strategy and such.
in terms of cdbg basics, the purpose is to improve fordel housing options, improve community facilities and services and to revital ace neighborhoods.
traditionally they should benefit at least 70 percent towards low to moderate income residents and living in unincorporated areas of the .
this is a map, the gray shaded areas are considered unincorporated.
we have a map on the website that shows in more detail and we can also e-mail one out if anybody has questions about an unincorporated area.
in terms of eligible activities, eligible activities include but are not limited to economic development, public services, planning, housing, and redevelopment, which is considered improvements to things like roads, homes, buildings, that kind of thimpt --thing.
certain income payments and political activities are not eligible .
for 2006-2010 there were priorities for the plan.
we will tend to fund projects that meet one of these seven priority.
water, sewer improvement, street improvement, owner housing, production of new housing, owner housing rehabilitation of existing units, infrastructure to support affordable housing, youth services and other public services.
program year 2010, we are estimate to go receive approximately $866,380.
this is based on our program year 2009 allocation.
the 2010 amounts have not been released yet.
this is a cdbg project history.
we are planning for year five.
currently we are implementing years 1-4 of our cdbg projects.
then in terms of next steps, in February and March we have the public hearings that collect project ideas.
project ideas are due March 31.
in April and may cdbg staff evaluate projects.
then in June we come back to the Commissioners court and request that the court select projects.
then we move through another public comment process and then final approval in August.
then there's our cdbg contact information.
today we are requesting feedback on projects for program year 2010 and also any direction that people feel like we need to go for our next consolidated plan.
>> I want to ask you, when August comes around, the last day for this particular process, can you tell me from that standpoint how long would it probably take to implement what has been recommended at that time by the court?
>> it depends.
we usually get the grant agreement in October.
it usually takes anywhere from 6-12 months depending upon--
>> after the selection and the priorities have been--
>> right, depending how complicated the process is.

>> a lot of the folks watching, there is a distinction between our cdbg projects and health and human service projects generally.
so the deadline for submitting proposals for cdbg is, can you repeat that.
>> March 31.
>> whereas the deadline for submitting proposals with regard to health and human services projects generally for the budget season is?
>> sherry, you will have to answer.

i believe it is the last Friday of March, which is March 26.
it will be included in the proposed budget rules.
you will see that actual date I think later today.

>> I am thinking it's the la is Friday of the month, which I believe is March 26.
>> I wanted to make a distinction between those two because a lot of folks, well, they are close in time.
but they are very different in regard to cdbg is must more restrictive with regard to the use of funds.
i wanted to make that distinction.
