Travis County Commissioners Court

January 19, 2010,
Item 31

View captioned video.

The one item left on the voting session before executive session.
and that is a matter involving committees, 31, consider and take appropriate action on committee assignments for Commissioners court members.
we typically do this the first of the year.

>> all internal and external subcommittees, judge?

>> yes, can we deal with the external first?

>> sure.

>> one of these we're checking into, and that is the capital metropolitan transportation authority local government approval committee.
I think that thing goes away with the new law.

>> I agree.

>> I think it went away.

>> it's cam poe, I believe under the new legislation, campo approves over disapproves.

>> then we don't need that one.

>> no.

>> do you want to hold off on cart po?

>> I think that is a good idea.
three places, we plobal --probably need to do more looking into that.

>> third page, third from the bottom.

>> yes.

>> maybe have that on in a couple of weeks, is my recommendation.

>> okay.
we have down here city of Austin Travis County subcommittee.
I think there must be multiple subcommittees.
I have been on one of them.

>> this one hasn't met in a long long time.

>> you and I have been attending one meeting.
right?
city of Austin, aisd, Travis County.

>> oh, that is a different one.
this one is use the city and Travis County meeting on a subcommittee.
but we haven't met in a long time.

>> I'll just go ahead and make the appointment in case it meet.

>> sure.

>> I don't see the aisd.

>> it's not on there, is it.

>> no probably ought to be, shouldn't it?

>> is that not on the first one?
city of Austin aisd and Travis County subcommittee?

>> that is probably it.

>> that is it Commissioner Gomez and I have been going on that one.

>> uh-huh.

>> what do we want to do?
any other changes that we think we should make?
Commissioner Gomez, you want to do the flip a dac and daa?

>> yes, that will be page 3, conference of urban counties and downtown.
we at that that --alternate this year, judge.

>> Commissioner Gomez will be the appointment for 2010 and I will be the appointment for the daa for 2010.

>> uh-huh.

>> with the expectation of a flip in 2007.

>> uh-huh.

>> okay.
greater Austin san antonio council, that is not the same as lone star realty.

>> no.

>> separate?

>> effectively.

>> what about the external subcommittees, y'all?
do you want to leave them the same?
the list we just went over?

>> fine with me.

>> I think so.

>> with the changes that we mentioned, holding off on cartpo switching membership of cuc and downtown Austin alliance between Commissioners Eckhardt and Gomez it would remain the same, is the motion.

>> second.

>> discussion all in favor.
that passes by unanimous vote.
mr. Hilly, were you about to say something?

>> no, sir.

>> now, the internal court subcommittees.
I used the look at my mother so intently sometimes until she couldn't figure out if I was talking about or just listening real hard.
I looked at you then and I had the same question.
you wonder why I ask the question.
like I caught you mid sentence.
internal sub committees y'all.

>> I'm fine with mine.

>> some of these haven't met, the audit committee.

>> the state highway subcommittee never met.

>> y'all did a good job then, Commissioner.

>> yeah, we did.

>> want to scratch it or what?

>> I think we need to scratch i.

>> maybe, maybe not all the growth and stuff like that.

>> just in case issues come up?

>> I think it ought to be there, a just-in-case situations.
the growth, the precinct and through mine, and through precinct two.

>> uh-huh.

>> that is the extent of it as far as Travis County.
I think we need to leave it on just in case.

>> maybe this time there will be more issues.

>> yeah.

>> and two tnr subcommittees.

>> I was wondering about that.

>> we did that because if you don't post it, only two can meet.
I think what happened at one time is that they were posted and all four of you attended.

>> yeah.

>> that is why we did that, though.

>> sometimes they may need to be joint meetings.

>> issues were so dissimilar, as I recall, the way joe split them up.
ease or west or north to south.

>> we have done different, you know, deals, different times.

>> county judge was not unwittingly left off, judge.
it was intentional.

>> uh-huh.

>> not east-west north-south.
it's 24, 13.

>> it changes depending on what is going on or tnr feels there needs to be a change, the way they approach the issues.
it's been east and west before.
then it's been north and south.
now it's even.
you know, depends on what tnr believes is best.

>> leave them in place?

>> uh-huh.

>> yeah.

>> does this address the way they brief us?

>> uh-huh.

>> all the other departments do the same.
they just don't have subcommittees to facilitate it.

>> you had you.

>> is that really necessary?
joe has always been, I hate to speak for him but the way I always understood it whenever I chatted with him about open meetings issues, to try to present things to you that are dissimilar enough so that it doesn't appear you're trying to avoid the open meeting act.
and I was under the impression that the other executive managers will only meet with two of the Commissioners, not all of y'all, on a routine basis.
maybe they don't meet y'all on a routine basis enough for those committees, subcommittees anymore.
that was the goal, to avoid the appearance of looking like it was an avoidance of the open meetings act.

>> I'm just wondering, since we're doing it for one division but not for the other divisions, and yet we're employing the same strategy, so if it's a good strategy--

>> the reason was that four of you wanted to be on the tnr subcommittee.

>> oh.

>> the way to make that happen without posting was two plus dissimilar briefings.

>> uh-huh.

>> okay.

>> I think it's been like that from day one.

>> I think it's fine.

>> we already took care of the corporations earlier.

>> yes.

>> so this is good enough to leave in place?

>> yes.

>> I think so.

>> move approval.

>> second.

>> discussion?
all in favor that passes by unanimous vote.
