>> number 6, since we have you there, to consider and take appropriate action on the following items related to the planning for the program year 2010 action plan and consolidated planning for the community development block grant funds received from the u.s.
department of housing and urban development.
a, approve the public hearing dates for the public to provide input on the commune needs.
why don't we take these as we g.

>> Travis County health and human services.
january is the time we normally start our action plan planning.
as court has just approved, also we will be looking at our consolidated planning.
so what we are wanting to do is to hold our traditional five public hearings, one here at Commissioners court and four out in the precincts.
those dates are Commissioners court February 16, and then at the eeds rural community center on Monday February 26, the Travis County community center in Pflugerville on February 24, the west rural community center on 24 of February, and south rural community center on February 25.
during that time we will be requesting input about needs and interests for the program year 2010 action plan, also soliciting project ideas.
as well as also gathering information about people's interests in the strategic direction for the next consolidated planning period.
so we are requesting that in alignment with our citizen participation plan that you all approve these days so we can move forward with advertising and getting things posts and sent out.

for those wanting to give comments in writing, this e can do it.
there's a form provided.

we will have it posted probably within the next two or three weeks.
if you are not able to attend the public hearing, whether because of transportation or whether because your schedule doesn't allow for it, you can actually participate in a public hearing just by filling out a form.
looks exactly like the same.
it's as if you are at the public hearing but you are not there.
so it's laid out exactly like the public hearing.

b to approve the advertisements announcing the public hearing dates and newspapers in generally circulation.

>> attachment a in the back up on page 5 has an ad that we are requesting that the court approve.
it has the public hearing dates.
it also has the mention of the program years for the consolidated plan.
and we changed the format of it to be a littlemore user friendly so hopefully it will look a little nicer for people as they read through.
it also reads a little differently than we have in previous years.

>> yes, the cdbg administration grant will pay for it.

and c, approve the project selection criteria for program year 2010.

>> attachment b on page 6 is the criteria that we use for program year 2009.
actually the criteria that we have used through all of the years thus far.
and so the priorities or criteria is addressing a high priority goal of the strategic plan.
the feasibility of the project, meaning whether or not the project can be completed in 12-18 months, whether the project impacts a significant number of households, if it benefits a low to moderate income people, and also does it leverage our match funds from other sources.
so we're requesting that we maintain the same criteria.
that gives us an idea so that as we are advertising and talking to people about project selection, we can let them know the criteria under which they will be selected.

>> this criteria is also the criteria that staff uses to evaluate projects and make recommendations.
it is not binding on the Commissioners court.
so it's important for us to note that, that the Commissioners court has final selection.
just simply gets a ranking based on this criteria.

>> we had a variety of work sections with you early on in the grant cycle and discussed these with you based on quite frankly our consultation with other entitle mentsand what we believe is expected in terms of our, I guess being true to the cdbg rules and regulations, quite frankly.
