Travis County Commissioners Court
December 15, 2009,
Item 6
6 is consider and take appropriate action on request for assistance from foundation communities for the operation of its tax preparation assistance program during the 2010 tax season to provide free income tax filing assistance to eligible residents.
a, agreement for the provision of space at Travis County's south rural community center in del valle for the operation of the tax preparation assistance program during the 2010 tax season.
we've done this in the past and it's proven to be effective and I guess the office out there has been able to continue its programs and services to residents.
>> absolutely, judge.
it's been a good partnership.
>> that's why I move approval of a.
>> second.
>> mr.
reeferseed, comments on a?
>> yes, I'm in favor of this much needed service and proud to be sitting next to such a competent leader on this, but we can save just a -- we can all save future dollars by -- by golly, electing dr.
ron paul for president in 2012 because he will help do away with the unconstitutional 16th amendment which was by the way never fully ratified.
once we shake this all out of the system and get our government in order and paying attention to the constitution, we'll all be a whole lot better off.
i'm curious about the details how to apply and the phone numbness or anything like that for taking advantage of this well needed program.
>> discussion on the motion to approve a?
all in favor?
that passes by unanimous vote.
b is in-kind support to foundation communities' tax preparation assistance program in the form of printing brochures, fliers, forms and other promotional materials for the 2010 Texas season.
we've done this historically.
>> yes, we have, judge.
>> the increase the substantial.
>> it is.
>> what's the justification for that?
>> I believe that there continues to be an increase in the number of residents who benefit from this program annually and we know even though we increase the number, there is many more residents who could benefit.
2005 i.r.s.
figures indicating del valle alone, there are over 11,000 residents or 27.6% of Travis County households that file for the earned income tax credit.
and -- but only about 16% of those were filed by the free tax program.
what's significant about that is we want to reduce where possible the predatory tax preparation for families who can least afford to pay interest rates on advanced loans and those other marketing strategies that -- that tend to target folks who can least afford those services.
so we hope that through continued outreach that we will be able to keep more money in the pockets of our residents who could benefit most from it.
>> move approval of b.
>> second.
>> discussion?
all in favor?
that passes by unanimous vote.
>> thank you.
>> c, in-kind support to foundation communities' tax preparation assistance program in the form of deaf interpreters services for the 2010 tax season.
your department has absorbed this and as the need for deaf services comes up, they basically contact you and you've been providing that in the past.
>> that's correct, judge.
>> move approval.
>> second.
>> discussion?
all in favor?
that passes by unanimous vote.
mr.
reeferseed, I'm going to give you my backup.
it will have more information than you need on this program.
>> all right.
>> but if you do have additional questions, contact ms.
fleming there and as well as give you a copy of those newly printed brochures as soon as you are ready.
>> what a treat.
