Item 10

Number 10, consider and take appropriate action on budget amendments, transfers and discussion items.
this really involves moving into the appropriate line item money for necessary for the interim director, and we are taking salary savings to make available probably more than we indicated we needed but what is not spent would I guess at the appropriate time in the future be transferred back to the line item at our discretion.

>> yes, sir.

>> and the reason why basically I had asked for this to be pulled because I had some difficulty trying to distinguish as far as a transfer t-1 to transfer item itself what money will be used for the -- which I'm not going to support, but which money will be used for the interim director and which will be used for the search team to look for a permanent director?
so I'm having some difficulty in that lump sum amount of money because it wasn't split up, it was a lump sum amount of money, so that was my concern.
i'm not supporting it, per se, but it appeared to me it should have been broken down.

>> yeah, I don't have that number -- the amounts available for what would be spent for the search versus what we would spend for the actual interim director.
but what we did do is transfer basically nine months of the savings of the director position into an operating account so we could use that for the contract employee or we could use it for the search firm as well.
we would -- once it gets in the operating account, we can do automatic budget adjustments to the appropriate line item if we need to move it to a different line item than this transfer does.

>> well, okay, I just -- just wanted to get maybe a further break down of the amount of money that's being spent and those are my concerns is just what portion will go for the interim director as hrmd director and what portion would be used for the search firm for that permanent hrmd director.

>> the way we understand that it would work is the kind of agency we're wheeling with is we would pay them a monthly amount for providing that person to us.
and that's what they would get.
and then out of that, out of the amount that we would pay them, that's why it's in a contract line item, they would pay the person if they are paying them any benefits or whatever.
but from our viewpoint, we would have a contract with the agency to provide the person and, you know, what they pay that person is -- comes out of that.
we would not pay them more.
and I'm sorry because I ran down and I probably didn't hear some of what you said, but norman is right, the money set aside was the money we had budgeted for the h.r.
director including benefits.
we left in the line item the last three months because the assumption was we would hire an interim for six months.
and then the assumption would be that would bring us through June, so July, August and September we would contemplate having a full-time person so that money we left in the line item in the budget.
but because we are entering into a contract instead of actually like hiring a temp, norman is right, we had to move it into a contract -- move the money into a contract line item.
that's -- that's how that went.

>> the more I think about it, I really think the court ought to see the contract.
we think we can have this done by next Tuesday?

>> we are

>> [inaudible].

>> why don't you come up to the mic so folks can hear what you are saying.

>> given the draft contract have already started working on it and it was one -- I mean it's -- you know, it fits within our standard terms and conditions, that sort of thing.
we can bring it back.
we're expecting proposals this Friday and we were going to -- I didn't know if we could have a contract ready by Tuesday.
that's why we asked that the purchasing agent be authorized to sign it.
but our goal was to actually start looking and interviewing on the 15th.
so I guess we can bring it back next week.

>> let's try to do that.

>> if you all want to see it.

>> I would feel a lot better seeing it.
but as to the amounts set forth on 10, these amounts will simply be available, we would expend these amounts based on the contract.
and if we were paying it monthly, we would do it that way.

>> right.
and if we could get someone for less than that, we would.
that would be the budget.
tentative.

>> let's do that and see the contract, then we'll know exactly what we're dealing with.
the whole court will know.

>> are we going to go ahead and do the budget item today?

>> I would.

>> move approval.

>> second.

>> discussion?
all in favor.
show Commissioners Eckhardt, Gomez and yours truly voting in favor.
Commissioner Davis voting no.
