22, consider and take appropriate action on issues regarding the human resources management department, hrmd, and county organizational design including: a, job description and posting for interim director in rrmd, and, but, authorization for organizational planning team to complete selection process and recommend interim director of hrmd to Commissioners court.

>> goo morning, sherri fleming, acute I have manager information health and human services.
and we've had this item to agenda a couple times in the last few weeks or so so the team has continued to work on this project both in looking at an appropriate job description and also looking at a potential posting.
we have also had the pleasure of several professionals who have generously donated their time to give us some advice and counsel on the best approach in securing an interim position -- an interim candidate for a position such as this.
and as a result of those conversations, the organizational planning team has a recommendation for the court today, and that is that the organizational planning team be authorized to seek services of a temporarily personnel firm specializing in placement of executive personnel to identify an interim hrmd director.

>> that's a slightly different twist.

>> that is a slightly different twist from a -- a job posting which we discussed at our last time with you.

>> but we would use the information in the job description and job posting to describe the kind of person we're looking for.

>> exactly.
it would actually become a scope of work for a professional temporary firm.

>> okay.
and the other thing is based on what we know, we believe that we can get this done with roughly the same amount of money budgeted for this position.

>> that is correct.

>> and we did some analysis on that, judge, and I touched base with p.b.o.
mr.
rhoades has been on a long planned day off to take his son to college, otherwise he would be presenting this.
but the intention is that we would use -- it appears we can use salary savings from that position to pay for this.
if for any reason there would be more money needed, there is other salary savings for another position that's sitting open that probably will stay open until this one is filled.
so there is money in the budget.
what we would have to do is just move line items.
we will have that for you next week to look at, but the intention is that it would not cost the county excess money, that it would be paid out of the money that is allocated for this position including the benefits for that position.

>> to me the other advantage is that if we use a placement service is what they are called.

>> professional temporary personnel firm.

>> they can have two or three candidates to us in a matter of days.
whereas if we posted, get applications, short list, do a whole lot of that work, you are looking at -- we said we would do it in 30 days, but really you are looking four to eight weeks, I would say.

>> at a minimum.

>> yeah.
so this gets us way down the road in terms of filling the interim position.
which is why it makes sense, I think.
but -- questions?

second is that the Commissioners court would direct purchasing to negotiate with selected firms and a -- to negotiate with a selected firm and that purchasing and legal prepare an appropriate exemption order for court approval.

>> to get this done, we would have to exempt this and have an order on the agenda next week.
and hopefully by that time too we will have communicated informally with the firms that do this kind of work and have specific information to the court on that.
if we have a firm that we think we ought to contract with, we can do both of them next week, but if we need an additional week on the contract, we can do that.

>> yes.

>> is what I'm hearing.

>> that's next week?

>> yeah, but y'all just want to know that it's coming, right?
the order exempting us from formal competition --

>> exactly -- at the same time some informal competition work between now and then.
so if we are ready to move on the contract, we do, if not, we just slip that another week.

>> good.

>> that would be our request.

>> we discussed this at length and ms.
hall provided free services to us and so we appreciate that, and this looks like a better direction to head in.
so it sort of expedites what we're doing.
and we have done go work on a job description and job posting and additional work on some of the things we ought to look for, communications and other things we can say here's the kind of person we're looking for.
i'm kind of sold on this direction.
we'll have those on the agenda.
do you want to be notified, of course,.
we don't need to take action.
