16, consider and take appropriate action on the transportation and natural resources road and bridge fiscal year 2009-2010 work plan.

>> good morning, judge and Commissioners.
this is our typical work plan that we do every year and really want your blessing for it.
we sent draft copies on all the offices and have not received any comments so I'm making the assumption everything is good to go.
if you go to page 6 of your draft copy, this is the meat of the work plan.
on that you -- we have the roadway elements and the right-of-way elements.
the big items that you might see that compared to last year, there's a slight reduction in the service treatment miles based on the times that we're in, the recession, so we've cut back from 80 miles to a little less than 60.
now, there's other things that we're doing more of.
we started edge shoulder repair.
if you look in program 41-11, edge shoulder repair is something we started this career.
we purchased some equipment to go through and repair a lot of, well, potential hazard areas, liabilities, shoulder dropoffs that we're going to be correcting using recycled material to address this and the equipment that we purchased this year.
also we're going to be trying to -- as much as we can, look into alternative pavement maintenance techniques.
it's going to give us a bet bang for the buck and we're always concerned about doing that and that's something we're really have started on the past several years.
and then our pavement management study should be done within the end of the month.
we had an extension of about three months on this study, we thought we would be done, but the consultant offered us a deal we couldn't refuse to get us some additional right-of-way asset information, basically signs, culverts, obstacles, that sort of stuff for free if we gave them a 90-day extension so we couldn't really turn that down.
those are the things that we have going this year and in addition this is our -- basically our core plan.
we always have other stuff that comes up during the year, things that we need to address.
so I just urge any of you that have anything you want us to look at, please contact me and we will certainly do that.

>> the thing that I'm just -- I think we're still there and we haven't deviated from that and won't is that we're going to make sure that the roads in each precinct come up to a certain level of -- of -- what -- of condition.

>> yes, ma'am.

>> back in -- I'm trying to go back in history aght bit.
i think it was '04, '05 the strategic plan the court approved, it was 75% of the arterials and collectors to be at a 75 o.

and the rest of the roads above 70.
we are still maintaining that even though we do have some reductions in our funning and budget and material, that sort of things, we're still maintaining that.
we'll have a better handle where we're at at the end of the month when the new study, we had a different consultant do the pavement management study which is done every five years.
we don't see any significant reduction in those county-wide.
we're in good shape.
the only issue that would come up is if you see a big jump in oil prices and that would affect the price of asphalt, the contractor's prize.
we're in a good time, asphalt prices are low, construction prices are low.
we did quite a bit of work this year because of those low prices so we got a little jump on it.

>> good.
the other thing is all the construction going on in the eastern part where i-30 -- where 130 is coming through, do we get reports that some of the roads really get damaged with all of that truck traffic, and so what are we doing to keep up with that so we can go back and repair at the right time?
we don't want to repair now and then the trucks continue.
you know, it's kind of like throwing good money after bad, but we're planning that.

>> yes, ma'am.
we put more emphasis on -- that's one of the things with this edge, it does say edge shoulder repair, but the men and equipment, we're taking -- you know, when we do start having problems in this core that we spoke of, we're jumping on those pretty quick.
and we have put men and material and resources to those at a more rapid rate than in the past just because of the deterioration of the heavy truck traffic, and we have been addressing those issues.

>> as far as the type of roadway construction for subdivisions, I think that's still being worked out through the kpac group.
i don't know if there is any standardization yet.
