consider and take appropriate action on items related the program year 2008 consolidated annual performance evaluation report for the community development block grant provided by the u.
s.
department of housing and urban development: a, receive a summary of the annual performance report; and b, approve the draft of the program year 2008 consolidated annual performance evaluation report for public comment.

>> good mortgage -- good morning, christie moffat.
we completed the program year 2008 on September 30th.
it spans from October 1st to September 30.
as a result we have been going through a process where we came to court and requested permission for a public comment period of 15 days, a public hearing which will occur next week.
and we need to put the draft of our annual performance on our website and put that -- have it available at the community centers beginning tomorrow to continue to meet those deadlines.
as a result, today we're going to be requesting that you approve the draft, but we wanted to also provide you a summary of some of the -- of the different things that we were able to complete over the previous program year.
so we have a short powerpoint for you.
in terms of what we've been able to do, in terms of planning, we have been able to as says community needs.
assess community needs.
either through going out and visiting neighborhoods or working through them determining whether or not certain neighborhoods were eligible for service and what we needed to do to find out if they could become eligible.
we also planned projects for stimulus funding.
we developmented -- actually in the process of continuing to develop our procedures manual for different projects.
we have developed subrecipient agreements.
we have three projects underway, one project that will be soon going out probably within the first quarter of next year into the selection for a non-profit to complete that.
in terms of program evaluation, we have submitted all of the -- all of the h.u.d.
required reports so we can meet compliance.
we have approved systems and contracts.
we have had successful monitoring visits from h.u.d.
and labor standards.
we have also received a timeliness policy exception for h.u.d.
on October 9th.
which the court had approved that we request that approve back in March.
so they did approve that waiver until -- to be checked again for timeliness without a financial penalty in August of next year.
additionally, cdbg staff have also participated in local planning efforts with housing works, the stimulus funding housing and subcommittee, the csh Texas reentry initiative, the city of Austin neighbor community and neighborhood housing community development and also echo, which is the ending community homeless organization.
we have also worked with health and human services research and planning and the housing finance corporation to identify the scope and breadth of foreclosures in our county.
additionally, we have also have been an active member of nacced, national association of county and community educational development.
we have received ongoing training from h.u.d.
and nacced as well.
for program year 2008, as I said, we have completed four different projects, we have three underway and one going out for bid in the first quarter of next year.
and we have spent approximately $480,000 or $480,000 over the program year and have served 310 clients.
so for a breakdown on that, for the land acquisition for the production of new owner housing units, currently we are -- we are working with habitat to identify a new piece of property for them to acquire and we anticipate that this will be acquired by July of 2010.
additionally, the half a million dollars from the program year 2008, currently going under a substantial amendment to be reprogramed from infrastructure to support to land acquisition that.
should be completed on December 15th.
for homeowner rehabilitation, we are -- this is the project that we're going to go out for competition and hopefully have a non-profit to be identified by February of 2010.
for the street improvements in apache shores, we are happy to say that the design phase is at 90% completion.
also the court approved and certified the environmental assessment during program year 2008 and we anticipate that the construction will begin in January or February of 2010 and will be completed either prior to or during the summer.
so we're very happy about that.
additionally, the rent improvement for lava lane, designed at 60% complete and I was actually just given a draft of the environmental assessment to review, that is going well, also moving along nicely.
and the project for program year 2009 where we're going to acquire the right-of-way will quickly follow this process.
the water improvements for north ridge acres, the project is complete.
in terms of the benefit for the Travis County side, it benefited 173 households, they have been connected to a city of Austin water source.
we are very happy for that.
and then, also, with our expansion of the health and human services ffs social work services, we have fitted 137 people.
we had a target of 100 people, so we were able to exceed that with the one social worker that we have employed for this previous year.
additionally with the water and wastewater planning, a preliminary report is anticipated to be provided to the Commissioners court in early 2010.
we have actually added three additional neighborhoods during the program year.
and I apologize, I don't remember them off the top of my head, but it is in the full report.
so we have added three different neighborhoods who have identified interests in either needing water or wastewater services during the program year.
then finally, we -- we completed our administration, which is just -- moneys to help with a variety of things, for costs like advertising, that kind of thing.

>> so should we read administration information?
to say that we have $30,000 left?

>> what that is, that's carryover, rolling over to this year.
it is to pay for an analysis of impediments to fair housing choice.
so -- so we are going to --

>> the answer is yes.
we will spend in it the following year?

>> yes, that is true.

>> okay.

>> terms of performance improvement goals for program year 2009, staff are looking to increase efficiencies by continuing to seek training in technical assistance.
to continue to develop a policy and procedure manual, to evaluate projects to improve compliance and also increase the timely spending of funds.
in terms of the public comment public, period comments are accepted for the interim report beginning December 2nd at 8:00 a.m.
and ending on December 16th at 5:00 p.m.
the public hearing will be held next week here at the Commissioners court at 9:00 a.m.
to access the draft they can go to the county's website, visit any of the seven Travis County community centers or call 854-3460 to request a copy.
also submit written comments at port o'connor bo box 1748, Austin, Texas, or e-mail to them to me at my e-mail address.

>> for the record, the comments will be for -- for performance year 2008.

>> correct.

>> yes.

>> okay.
so with that, we would request that -- that you approve the draft, the full draft is about 80 pages, what it lacks are -- are a few reports from h.u.d.'s data management system, which are long and we will complete them and bring them back when we request the court approve the final draft later in the month.

>> I move approval of the draft.

>> second.

>> and the draft has a lot of detailed information.

>> it does.

>> any discussion on the motion?

>> I think that we ought to have a big celebration for the north ridge acres getting their water.
i mean, we heard about it for at least 10 years.
before we arrived that the place and I'm sure they are very happy.
judge, you did a lot of work on that.
i think we ought to have a ribbon cutting celebration out there.

>> when it started, I was a teenager, I believe.

>> [laughter] very young.

>> that is really, really good y'all.
i mean, golly.

>> Travis County.

>> Williamson county side I mean I guess do they do anything on the other side over in Williamson county?

>> they did.
i don't have the actual numbers, but I can get that to you.

>> it would be good to have that.

>> it was about an even split, correct?
about half of them were on the Williamson county side.

>> it was pretty close.

>> when did this get delivered, the project delivered to them as completed.

>> technically they are still working through the transition to get it from the water supply corporation to the city of Austin.
but -- but I would have to go back and look at the actual date of the completion.
but we have spent all of our money and all of the connections are completed.

>> well, what a terrific christmas present.

>> Commissioner, I'm going to get applause on that.
i know you said celebrate, let's start by maybe giving applause because that has been a lot of hard work.

>> that's a big deal for those folks.

>> absolutely.

>> kennedy ridge, all of these places that didn't have adequate water it's a big deal in their life.

it's actually a tremendous effort.

>> to get all of these things done.

>> sure.

>> while we acknowledge that work, and the report -- in the report I failed to mention it, in the presentation.
it's a tremendous amount of support that other Travis County departments provide and we appreciate it.

>> it's a big deal.

>> a lot of collaborative work.

>> not only a tremendous collaboration within Travis County governance, but also with so many of the outside agencies, echo, habitat for humanities, water board, tceq, all of these projects, txdot,.

>> city of Austin.
