November 10, 2009,
Item 24

View captioned video.

Now, item no.
24, is to consider and take appropriate action on amendment to Travis County code chapter 1, Commissioners court rules of procedure, by adding subsections 1.004(f) - (g), Travis County Commissioners court rules of conduct and decorum.
general.
now, let me indicate that -- my request is that we not take action today other than putting in place specific steps that we plan to take culminating in -- in formal consideration of the policy.
but that we hear from legal counsel in executive session, I have a series of questions that I would like to ask.
some of you may have others.
third that we post this matter for a public hearing, probably two or three Tuesdays from today.
to give others who may be impacted an opportunity to become informed of the proposed policy as well as to attend that public hearing and give us input and then after that public hearing we -- we basically decide how to proceed.
now, mr.
reeferseed probably has some comments to make.

>> well, I did and I'm kind of scared of you saying that you're going to put it off.
but you're inviting me to say what I wanted to say, I'm gathering.
and I just want to make sure that I have got it --

>> well, legally it's supposed to be related to this agenda item, mr.
reeferseed.
otherwise you are free to say what you had you would like to say.
we will need you at the microphone as usual.

>> I'm sorry, sorry.
again, I -- again, I wrote up very patiently this morning what I was going to say and I -- I had it handy and it's probably in one of those other spirals.
undue delay is not covered by the policy.

>> oh, yeah I'm sorry, gosh

>> [laughter]

>> I had it all written out here, okay.

>> there will be other opportunities, including a public hearing.

>> that's very reassuring.
if you could just be a little -- give me a little time.
i can't believe that it's not --

>> let me ask you this then.
we have to go into executive session anyway.
that may take 30 to 45 minutes because we have about three items.
so would you like to gather your notes and thoughts and after executive session give them to us?

>> well, I might be -- I -- there might be no other choice right now.
but by golly I've been waiting just to give this little -- little three, two minute speech but I can't seem to find it.

>> okay.

>> so I just might have to wait.

>> we are ready for executive session, aren't we, ms.
porter.

>> we will call upon you again when we come out.
now, that was item 24 the proposed policy regarding rules of conduct and decorum.
we announced this morning a 1 we would take into executive session under consultation with attorney, also, by the way 24 item is a consultation with attorney.
