Item number 12 is to consider and take appropriate action on draft for public comment of the proposed substantial amendments for program years 2006 through 2009 action plans related to the use of community development block grant funds available through the u.s.
department of housing and urban development.

on October 27th, the Commissioners court approved a slate of programmatic and reprogramming of fund changes, a so so we have included those in the draft document for substantial amendment that affects program years 2006 through 2009.
and essentially what this does is it allows us to be in compliance with our citizens participation plan.
any time we make substantial changes either in dollar amounts to a project, we create a new project, or if we change the beneficiaries of a project, it needs to go through a public comment process.
that public comment process starts tomorrow.
at 8:00 a.m.
and goes through -- thank you -- December 10th at 5:00 p.m.
we will have a public hearing at Commissioners court on the 24th.
so what we're requesting is that you approve the draft.
the only exception is that we realized we had forgotten to provide one change to you on the 27th, and we provided revised backup to you yesterday.
when we were looking at the home rehabilitation program for program year 2008 and aligning it with the changes that were made for program year 2009, we forgot to change the beneficiaries to 80% of median family income.
we wanted those programs to align and be the same.
it's much easier to implement contractually with the nonprofit and so we are requesting that when you approve this document, you are also requesting that additional change to the program design.
