>> thank you.

>> good morning.

>> do we want Sarah and bianca to come forth.

>> yes.
you have been ordered by the judge.

>> [laughter]

>> good morning, sherri flemming, executive manager for health and human services.
i agree, Commissioner Gomez that this is a happy day for belinda and her daughters, me not so happy.
you know, we have employees who are literally walking and talking history books.
of -- of our programs and -- and procedures and things that we have tried and failed and things that we have tried and been successful and -- and -- and fortunately for us in health and human services we have a lot of those, but -- but as we all know, sometimes transitions are necessary and -- and timely.
and so this is such an employee.
she holds within her so much of our history as it relates to our emergency assistance programs.
so while we -- we certainly support her and encourage her and pray for her happiness in this transition, we are a little bit sad for us.
so with that I will turn it over to her division director, andrea culunga.

>> good morning, judge and economics.
economics -- and Commissioners.
this is a happy day for them, as sherri said we will sorely miss belinda.
we made a very good decision hiring her to work with me out of the northwest center in Pflugerville.
over the past 23 years I've had the privilege of working with her in many arenas in family services support division.
at one point we had written a proposal and actually job shared the supervisory position in Pflugerville when I went back to graduate school, so we actually were kind of one-half of the same position and got to work with each other in a completely different capacity.
which was a true delight.
and opportunity.
belinda has had the opportunity to actually work in six of our seven community centers, so she's provided dedicated services throughout the county.
and has touched numerous lives with lots of projects, lots of hands on and true commitment and compassion for our clients.
i know that I will keep in touch with you as well as many of the folks in the division and dem and county-wide.
i just want to say truly thank you, god bless and I know where you live, so ...

>> [laughter]

>> thank you.

>> definitely.

>> belinda, I would like to say something on behalf of your colleague who's aren't able to be here.
mike manor, I'm here speaking on their behalf and my behalf.
i have a tribute.
you are one of a kind, seems like you have been with us for a short time, as you prepare to leave us for another chapter in your journey, understand that we will be with you throughout eternity, know that our live, respect and friendship for you will ever last, blessings your colleagues and division coworkers.

>> thank you, mike.

>> thank you.

>> I just want to say thank you.
thank you all, judge and I remember in '91, I guess, when I was a case worker in manor, you were an attorney and --

>> teenage attorney, I believe

>> [laughter]

>> yes.
and -- and 23 years I have been blessed, I feel very lucky, very fortunate to have been able to contribute and to serve Travis County residents in need.
and I'll treasure those memories and those friendships and I hope to continue working in the field of social services for another 10 years.
soul see me around.
thank you all very much.

>> good luck.

>> thank you.

>> we'll miss you.

>> [ applause ]

>> Sarah and bianca, a t.v.
opportunity.

>> [laughter]

>> give me more allowance.

>> [laughter]

>> thanks.

>> mom will have an additional 10 hours or so to supervise and manage your --

>> exactly.

>> life, education, et cetera.

>> thank you.

>> mr.
castro.

>> thank you, judge, Commissioners, my name is jimmy castro, I'm here as a citizen, speaking on my own behalf.
what I have today is a certificate of appreciation from one citizen to another.
