First is citizens communication.
this item gives residents an opportunity to address the court on any matter not on the agenda for up to three minutes.
gus pena signed in, number one.
number two ronnie reefer seed.
and number three, morris priest.
good morning.

>> good morning, judge, Commissioners, gus pena, proud east Austin night to my right over here is my proud boy lucio who later on I'm going to take over to dell children's.
anyway, number one topic first and foremost, capital metro chief to resign.
a lot of fiduciary irresponsibility has occur understand that agency, to have mr.
randy hume the current cfo, coo appointed interim director is a crime.
this individual in my opinion is not disrespect or slander, this individual allowed along with fred gilliam capital metro to remain rampant without any kind of transfer, accountability.
a word to the wise, I thank god elected officials at the capitol with our help and our input are going to be -- establishing a new board that has broad experience and training on -- not only rail issues, but how to handle the budget.
veterans, military veterans serve the country honorably.
at the disdain and disrespect of some of our fellow americans.
our military veterans suffer extreme hardship and sorrows, especially at seeing our own comrades killed or wounded.
i'm a united states marine corps veteran, I'm proud of it.
my adopted brother, my fellow classmate at zavala, allan junior high, what is formerly known as auburn, johnson high school.
i lost him my adopted brother at the age of 21 in vietnam the last man to die in vietnam.
all that I'm saying judge and Commissioner, I've said it at city council also at the legislature, anywhere that I go, veterans do not receive the respect and help that they deserve.
come back with lack of health care, lack of affordable housing, lack of employment.
i think the veterans deserve more than what we are getting.
if you see a military veteran, I'm telling everybody here, please go to him or her, if you feel like it they won't -- you know, say no.
hug them, tell them thank you very much for the service to your country.
all of you are here, all of us are here because of our military veterans, my dad served in world war i, lucio pena, my older brother, lucio ii, was in world war ii may he rest in piece.
all of my brothers except one served in the military.
even from our fellow americans who do not like what we're doing in other countries, we're going out there to preserve freedom, safety and democracy and the right to live as we would -- the right to worship as we will.
having said this, I would ask you, I don't ask you, I demand that the our military veterans are treated respectfully and allowed the courtesy that they deserve and help them in every way they can.
reentry, job counseling, a lot of our veterans are homeless, the homeless population is growing, even with the downturn in the economy.
we need to support the military veterans.
i want to tell you this much, thank, also, constable danny thomas and everyone at precinct 1 constable's office they have been a big help to a lot of veterans, a lot of people, not only in precinct 1, thank you very much, my god bless america, thank you.

>> thank you, mr.
pena, mr.
reeferseed.
thank you, judge, I'm ronnie

>> [inhale] reeferseed yellingry joyce people, it's our chance to liberate the entire world from family -- afghanistan karsi, the puppet for u.s./israeli organized crime, illegal drug folks, points to freedom for family farmers worldwide.
overnight, president obama can cancel afghanistan's organized crime thugopoly with absolute freedom for family farmers here at home.
president obama will have to show true world leadership in open defines to organized crime with absolute freedom for farmers, with well over 80% of u.s.
voters in favor of legalizing at least medicinal marijuana since 1996, voters in at least 13 states and many municipalities worldwide have cast ballots to at least again legalize medicinal marijuana in open defines to our federal government surrender to organized crime.
you see only organized crime thugs and their tag alongs in the military bankster media complex of criminals, seems to benefit short term in any way from the perpetual punishment of farmers to supposedly solve social ills here at home.
absolute freedom for family farmers is the peaceful solution here because of inevitable realities of supply and demand market forces all family farms will benefit no matter what they grow with more options available.
suddenly overnight the illegal drug thugs will lose all influence over world affairs, only after we collectively kill their cash cow of keeping certain crops illegal.
all nations will always have their own laws about drug uses, but perpetual punishment of farmers is no answer.

>> thank you, mr.
reeferseed.
mr.
priest.

>> judge, Commissioners, morris priest for the record.
speaking on my own behalf.
recently we had a -- we had a fireman went on to be with the lord, smith, 96 years of age.
he spent 29 years, four months, 12 days in the Austin fire department, my family and his family met Friday.
he organized a.f.d.
fire union, served as its president for 13 years.
one of the original organizers of the fire department pension board.
in 2002 the Austin fire department awarded him a union service award for exemplary service in union leadership.
50 years as a scottish rite miss son, shriner, member of the masonic lodge number 12, 62 years grand lodge of Texas.
while my family was there, the young man murdered on our street, michael Marchmichael, 22 years old, we have been in pray for our community, I just wanted to say the power of pray and seeking the lord we do believe it was a big reason why the individual that was alleged suspect, possibly turned himself in in kentucky, I just wanted to let everybody know when praying for the community it's a -- I fundamentally believe that the power of prayer.
we would like our law enforcement officers and community to realize -- I respect our law enforcement officers.
i do think that the lady that was tased was wronged as well as the constable.
we need to use common respect.
common sense, mutual respect, balance when we do things.
i just don't think we should tase two-year-olds or 72-year-olds or pregnant women or -- you know, it's a case-by-case basis.
but I just think that we have to use just -- just reasonable, you know, judgment when we do interact with the public and -- and by all means, you know, give the law enforcement people the respect due.
at least constable did have his camera on.
the 130 toll ramp funded by gas tax dollars and the ramps that's going to be for toll ramps on the 290/183.
this funded primarily with stimulus dollars.
i just can't support this t.i.f.
i'm urging the members of this court to -- that are on the campo board to vote against this upcoming tip.
sign up today 974-2295, sign up to speak at campo or log on at www.campotexas.org.
i do appreciate the fine work that you all are doing, judge and economics.
got a tremendous amount of respect for the court and for the community and I -- I did want to come up here and just say once again that --

>> [buzzer sounding] -- the power of prayer and reading the word, I just want to encourage this community to seek the lord and have that four fold development, mentally, physically, spiritually, socially, god bless you all, have a great day.

>> thank you, mr.
priest.
those are the three who are signed in.
anybody else for citizens communication?
then consent items are next.
posted for consent are c 1 through c 3, those are ready for action.
let's consider adding the following items to the consent motion.
if anyone would like for us to discuss any of these separately, please say so as we call out the number of item.
number 4, 5, 7, 8, 9 a and b, 10, 11, 13,.
on 16 we have been asked to postpone 16 g.

>> 16 g.

>> 16 g, that's the -- that's the health and human services request to continue a program until we can get reimbursed from -- from

>> [indiscernible] dollars from the federal social security act.

>> 16 d on that item, I would like to have staff lay that out, I think that it's pretty significant.

>> okay.
we will call up 16 d as in dog.

>> yes.

>> the howard lane extension item.

>> exactly.

>> so for consent 16 a, b, c, e, skipping d, e, f, postpone g, h, number 17, 18, 19,.
and 20.

>> move approval.

>> second.

>> would anyone like for us to pull any of these for separate discussion?
all in favor of the motion?
that passes by unanimous vote.
