Northwest Travis County Road District Number 3
>> good afternoon.
let's call to order the northwest Travis County road district number 3, the golden triangle.
item number 1 is to consider and take appropriate action on request to adopt order setting the northwest Travis County road district number 3 tax rate for the year beginning January 1, 2009.
a, total debt service tax rate, and b, total county ad valorem tax rate.
>> good afternoon, judge, Commissioners.
we are here to set the tax rate, the debt service tax rate for the golden triangle road district number 3.
and lad is here to give you specifics on the tax rate and the adoption of the fiscal year 2010 budget.
>> judge and members of the road district board, lad potillo, your county financial adviser and on golder triangle, the most successful road district in history, is got only five years left of debt service.
this year the debt service required in the next fiscal year is 26,581.
in order to be prudent because there was a drop in value out there this last year just like in values, commercial values throughout the area, the tax rate I think prudently should be set at 12.5 cents.
i'll make a statement that I don't know that I can empirically prove, but that probably the amount per square footage for each owner of the property pays will be less than last year at 11.5 cents because of the drop in value.
so it's a function of the mathematics, but I think the prudent thing -- a straight line tax rate would have been closer to 14 cents so we're still using some of the balances to buy it down because there have been very heavy and healthy balances through the years.
so my recommendation and what was published in the paper on the debt service was 12.5 cents and I would recommend you set that.

i move that we set the ad valorem tax of .1250 for each hundred dollar valuation of all taxable property for debt service and to provide sinking funds and to pay interest on the above-mentioned bond issues.

the estimated budget for the year, the beginning fund balance was 273-822 and it shows the revenues, delinquent taxes and expenditures for the year with an ending fund balance in the budget around 216.
and that's at this time annually you would always approve that budget.
