approve proclamation designating October 3 through 15, 2009 as "the ninth annual bi-national health week" throughout Travis County, Texas.

i will read the proclamation.
whereas the secretary I can't tells of health and the foreign affairs of mexico, the ministries of foreign affairs of guatemala, el salvador, honduras, colombia and peru, the institutes for mexicans abroad, the mexican social security institute, california's department of public health, the california endowment, the california health care foundation, the united states, mexico border health commission and the health initiative of the americas, a program of the university of california at berkeley, school of public health, have recognized the necessity of improving access to health services for the underserved latino population in the united states of america.
and whereas according to the 2006 united states census, this country is home to more than 44 and a half million people of latino origin.
whereas improving the health of mobile populations requires multiple approaches in service design, delivery, funding priorities and most fundamentally requires strong binational commitment and whereas in October of 2001, two, three, four, five, six, seven, and 2008, the health initiatives of the americas and partnering organizations convened the first eight binational health weeks, a non-precedented effort overseen by multinational task forces which conducted health promotion and education activities for the underserved latino population in the united states.
and over one million people benefited from the health care activities and whereas in Travis County the

>> [indiscernible] at the consulate general of mexico, not only coordinates binational health week but also provides year round outreach efforts, focused on uninsured and underinsured latino populations to raise awareness about preventive health and available health services.
and whereas Travis County acknowledges the coordination by the

>> [speaking in spanish] in Austin, and the contributions of many organizations and volunteers collaborating in the organization of health fairs and educational health workshops, and whereas binational health week provides an opportunity to highlight critical health issues in Travis County and throughout the united states and will serve as the basis for future bilateral efforts and whereas Travis County is committed to recognizing and honoring those observations -- observances that are dedicated to the best ideals of public services and binational health week is one such observance.
now, therefore, be it proclaimed that the Travis County Commissioners court salutes those efforts to improve public health and proclaims October 3rd through the 15th 2009 as the ninth annual binational health week throughout Travis County, Texas and I move approval.

>> I was going to -- I'm gloria

>> [indiscernible] with the county attorney's office, the underage drinking prevention program.
our program is one of the many county agencies that have participated with these folks in their incredible effort to do an outreach to do a very special and very great population here in Travis County.
we are going to be one of the many programs for this week doing bilingual prevention services in the area of alcohol and youth alcohol issues amongst the other health issues.
i want to introduce annie crawford who has been leading this effort.

>> I would actually like the consul to say a few words of acceptance.

i would like to thank the Travis County Commissioners court for supporting this effort.
this is a binational effort, it's been done for nine years now.
and we're very thankful for all of this help that we're getting in supporting this health issue.

>> I would also like to add to encourage all of the community to come out.
we've organized this week a free health events and there's going to be a lot of different activities ranging from a soccer tournament to health fairs to health workshops.
everything is free.
all of the information will be bilingual.
