Item 36

View captioned video.

But that's item 36, consider and take appropriate action on amendment number 3 to interlocal agreement with the city of Austin for central booking and related jail services.

>> roger jeffries.

now let's go back to the central booking interlocal, which is number 36.
okay.

>> roger jeffries, executive manager of justice and public safety with major mark sowa, major over administration this the Travis County sheriff's office.
and we have a sergeant hodge from central booking operations.
what I just gave you was a revised attachment a.
the only difference than what's in your back up, two-thirds down on your right are three arrows.
those numbers were off by one dollar from what was in the described in the amendment and attachment b.
very quickly, I can walk you through this.
if you will go to that attachment a revised.
the first number up there, 500 millions, is just an Austin flat fee revenue.
it's for information only.
the second set of numbers, there were three budget numbers for the city of Austin for services they provide in the central booking interlocal.
they come to $2.21 million for the year.
if you will skip down a little bit, the actual '08 bookings for '08 for fiscal year 2008 were 59,744.
of that 44,535 were the city of Austin.
that's about 75.54%, and that number is applied to costs further down to come up with what the reimbursement amount is.
the second -- the next number is 8.5, $8.6 million, and that accounts for the f.y.
10 central booking budgeted expense.
there are a few dogs and cats added to that.
we have a small increase for retirement.
we have an amount for county clerk direct filing of $124,000.
and then a portion of pretrial services, they -- we allow to 30% of pretrial services this the central booking area and it's added into the expenses for the county.
the total expenses is $9.2 million.
we deduct from that the number from above, which are the budgeted expenses for the city of Austin.
we come up with a net county budgeted direct expense of $6,958,207.
now, to that number we apply the 74.54, and that actually what you don't see are some extra digits in that so it calculates technically down to $5,186,000.
and then we have a few other little expenses that are added in.
there's 25% of an intake control officer.
the city of Austin agreed to this a couple years ago.
they pay the full price, and that's -- it's included in the slot list, it's included in the expenses up above, but what we do is ask for them to pick up the 25%, which makes up the whole value of that officer.
and then what you see the next two numbers are the overhead amounts that were applied.
the first one was applied to the net county budgeted direct expense, and then it's off set by the amount that was applied to the city of Austin expense that were deducted.
so we came up with a total reimbursement for f.y.
10 of $5,520,923.
and that is a 9.27% increase over f.y.
'09 or $468,595.
a couple other things we agreed with the city of Austin, we agreed to true up our expenses.
right now there's a trip provision for the central booking numbers at 75% which we'll go through next quarter.
we agreed to like in the other two interlocals to true up the expenses at the end of the fiscal year.
so that will be an additional true-up.

>> on both sides, Travis County and Austin.

>> yes.
both sides.
we also agreed, there was some back and forth on the cost model.
it was devised three or four years ago.
there were some questions as to why some of these things like pretrial services and county direct filing were part of the formula.
what we did agree is to look at the cost model for f.y.
11 to see if there are any modifications that need to be made.

>> so the bottom line is that we budgeted $5,052,328.

>> yes, sir.

>> and the city after all these calculations owes husband 5 million and some dollars.

>> we confirmed with p.b.o.
that 5.5 million is in the preliminary budget.
i believe it is.
but yes, we death good $468,000 over that amount in our negotiations.

>> okay.
questions?
comments?

>> good work.

>> move approval.

>> second.

>> mr.
derryberry.

>> the amount is the 5,052,000.

>> discussion?
all in favor?
show a unanimous court.
thank you for your patience.

>> thank you.
