Travis County Commissioners Court
September 22, 2009,
Item 35
>> number 35, consider and take appropriate action on the following, a, refurbish malfunctioning fire alarm panel at criminal justice center and gault build, b, provide funding for overtime to provide fire watch for criminal justice center when fire alarm panel is nonoperational.
and c, request to fund items a and b from the facilities management department as automatic transfer.
>> roger l.
khoury.
last you Tuesday the central processing unit in the fire panel system failed.
and that caused numerous fire devices to activate.
and the fire alarm panel had to be disconnected and deactivated.
however, we have to procure a new c.p.u., which is central processing unit
>> [indiscernible] so we have to install it to bring the c.j.f.
and the gault building back on line.
it's expected to be two weeks.
we started the process on Tuesday.
and we expect that to be done by this coming Saturday or next Tuesday.
>> [indiscernible].
and the cost is estimated at this time -- it's estimated for $55,282 from a vendor
>> [indiscernible].
so we use the
>> [indiscernible].
and the good news about it right now, we did restore the temporary -- a temporary statistic thaws is working on a temporary basis, and so the
>> [indiscernible] permanently is not that high.
we have to replace it so we don't know when the time it's going to fail again.
that's why we're trying to put a permanent c.p.s.
in there.
item b is when the fire alarm is down, the good news, the fire alarm is working at this time on a temporary basis.
but when the fire alarm is down, then the fire marshal requests from us to have a what is called a fire guard, which staff, county staff can go on each floor and they cover the billing on 24/7 and report any potential fire or smoke alarm in the buildings.
and facilities management can provide the staffing from the temporary security for about $10.12 per hour, and for two weeks on 24/7 basis on nonbusiness hours only.
only nonbusiness hours.
like 15 days during the weekdays and 24 -- I'm sorry, 15 hours a day during the weekday and 24 hours during the weekends.
in the backup I have a spread showing showing how much it would cost for two weeks for a staff of about 7,380.
and also the district attorney requests that their own staff member from their own staff be on guard, not facilities management, and they want us, facilities management, to pay for their overtime, which is fine for us, no problem.
and they will look at their offices, you know, for any sign of fire.
and the cost for one estimated at this time, you know, the cost for one delay fire guard, it's about -- I'm sorry, 7,380.
i'm sorry, I --
>> [indiscernible] of 9,958.
for four guards is 9,958 for two weeks.
and for one d.a.
is 7,380.
combine both staffing from d.a.
and facilities matting is 17,338.
now, as I say, when the system is down, right now the system is still up so therefore if we finish the system by this coming Saturday on the 26th or next Tuesday, I think the cost would be much less than we are requesting right now.
i think occasionally we have to go -- we have the funds to pay for the security guard and d.a.
and we do request that -- or recommend that all the cots coms from the facilities management
>> [indiscernible] and we have a healthy fund in that, I believe.
more than $90,000.
and we would like to have it also as an automatic budget transfer.
>> just I don't have this backup.
did it come in some other form?
>> we sent the backup on the 16th.
i'll make sure -- it happened on the 16th.
>> I recall it happening, but I'm just trying to figure out my own processes how this information didn't get into my backup.
and how much is the cost to refurbish the malfunctioning fire alarm panel?
>> $55,382.
>> 55,382?
>> yes.
and I just want to mention also that purchasing department did help us move forward with this for the vendor to start working on that and the funding will be approved today.
>> move approval.
>> second.
>> a, b and c.
discuss?
all in favor?
that passes by unanimous vote.
thank you.
