>> good morning, judge, Commissioners, this is the first public hearing on the proposed tax rate, the proposed 2010 tax rate is 4215, 9/10ths of a cent increase over the '09 tax rate.
be happy to answer any questions that you might have.

good morning, judge Biscoe and Commissioners, my name is jimmy astro, I'm here on -- castro, I'm here to speak on my own behalf, also served as a board member of the millwood neighborhood association.
i'm here to speak in support of the 2010 Travis County tax rate for the following reasons.
first, Texas county government is generally an extension of state government.
focusing on the judicial system, health and welfare service delivery, law enforcement and road construction.
second, county governments in Texas have no ordinance making powers, other than those granted by state law.
finally, Travis County again had a triple a bond rating.
confirmed by two national credit rating agencies.
the triple a bond rating reflects the long commitment of Travis County's leadership to prudent fiscal management, particularly in terms of maintaining strong financial reserves and matching recurring reserves and recurrent expenditures.

i would like to say something to that.
to the folks.
that don't really remains it, but what mr.
castro stated, what he stated is very, very accurate of the 254 counties, I think it's only five.

i just think Travis County ought to be given a little nod for being prudent with the money.
i just I'm glad that you brought that point up.

castro, it even sounds better.

for the record, we have another public hearing, posted for this coming Friday, at 9:00 a.m.
in this courtroom, and the tax rate will be posted for action next Tuesday.
