number 1 is ronnie reeferseed, number 2 is janette kanard, number 3 is gus pena.
good morning.

>> good morning, judge, thank you, sir.
i'm ronnie

>> [inhale] reeferseed and, yes, I've been informed if you just don't say reeferseed.
well, that's the point, people, my little pun with my pronunciation of my name does at least force people to think a little bit about the idiocy of our collective continual surrender of that bankster media complex, guess what it's that same bunch of criminals that keeps us sending troops to guard those poppy fields in afghanistan, that bankster puppet obama continues to serve like a slave, that's right, obama is now a slave to those same military bankster media who are raping and destroying our once proud constitutional republic.
his lock step surrender to banksters is just one example of modern day facism.
who owns g.m.
now?
our very own big government has taken over both g.m.
and chrysler, knock, knock, hello that's what's facism means.
multinational corporations, not the people, god bless charlie sheen who decided to use his own celebrity to help save our world but demanding at least a discussion about the facts concerning 9/11.
remember, that was the reason we had to go after sadam hussein, right?
by the way, saddam was never linked in any way to 9/11, but by golly we all went to kill over a million iraqis for something.
just like we have to now keep protecting those poppy fields in afghanistan, right?!!
just say no to obama's continual surrender to that same military industrial media bankster cabal of criminals.
first we most fully realize that both sides are stooges to the military industrial bankster media cabal of criminals who are frank particularly destroying our constitutional republic.
by the way, besides being founding fathers and hemp farmer, they knew that surrendering our sound money to a bankster scrolled fiat money scheme was more dangerous than a standing army of foreigners to all of us.
guess what, now we have both.
he have with the fiat currency and foreign troops right here and now.
we have now at least half a dozen fema concentration camps nationwide set up to jail people like you and me while we still can people please listen to dr.

it's important.
we still have a chance, thanks to

>> [buzzer sounding] thanks to you, judge.

>> thank you.
next -- actually I mispronounced ms.
kincaid.

>> I'm janette kincaid, I live in chaparral crossing from the txi gravel mine, directly across.
i know you have heard complaints including decreased serenity, negative qualities on air and water pollution.
the dire reason why this gravel mine should not be put in that area is right here.
this is myra, my 14 month old daughter.
she is only one of thousands of children and there are documented cases all over the nation of open pit gravel mines being put next to residential areas.
in washington, and michigan, there are just a few in every case, the dust particles are so fine they settle deep within the lungs and cause permanent damage, asthma and lung cancer.
if you allow txi to put this gravel mine where they're proposing you are condemning myra and every child that lives there to a lifetime of respiratory disease and you are making a statement that her health is not as valuable as corporate interests.
please consider our children.
and in the same manner that you would consider your own children and vote no to this gravel pit.
thanks.

>> thank you.

>> thank you, ms.
kincaid.

>> mr.
pena is next, rick perkins will be after mr.
pena.
he will be followed by morris priest.

>> good morning, judge, Commissioners, gus pena, capital metro, we need new vision and direction and leadership at capital metro.
it is time for leadership who will lead and guide capital metro to the future and leadership who will make sound, wise, prudent decisions fiscally and otherwise.
we cannot have business as usual with c.e.o.
disturb ffo president fred gilliam spending funding from other governmental entities that are neither appropriate or legal.
to their credit, some capital metro board members have -- have -- commented are highly disturbed as they should be with this capital metro rail fiasco, we hope they will take appropriate action and get rid of leadership or lack thereof.
military veterans need comprehensive job training, reentry counseling into civilian life from afghanistan, returning from afghanistan and iraq.
treatment for ptsd, post-traumatic stress disorder, mental health issues, anger management, affordable housing.
please, if you see military personnel, stop and thank them and show them your appreciation and support for the sacrifices they and their family have made.
also remember our female veterans.
the reason I say this, female veterans have very distinct health concerns and issue from male veterans.
it's kind of sad we have to differentiate one from another.
military veterans have distinct issues, health care issues different from their male counterparts.
our female veterans have proven themselves to be competent in their performance of their duties.
the female veteran returns from combat there is not a holistic knowledgeably approach to help them with their issues and needs.
please also thank our female veterans, they have proven themselves -- I as an old united states marine corps veteran from the vietnam war would proudly serve with females.
remember this old idiom, don't forget, hire the vet.
please, if you, mentor or tutor a student, especially in need of assistance with math, reading and maybe in any and all subject matters.
your time and assistance is very much needed to get our students to graduate on time and not have them become a statistical data in the dropout rate.
please also hire another full-time permanent employee at the veterans service office.
the volume of vets needing help has increased.
having worked with various h.r.d.
human resources and governmental agencies we feel it is appropriate to hire another full-time employee.
nobody at no time has approached me to make these comments on behalf of anybody else.
this is merely a statement coming from me and other observations from veterans that go down to the vso, veterans service office, to get assistance in whatever needs they have.
this office goes above and beyond their scope of duty in needs.
a veteran has many issues to resolve.
especially veterans coming back from afghanistan and iraq, they go beyond their scope of service, many need food, help for rents in there.
anyway slow down to 25 miles an hour or slower at school zones, thank you, judge, Commissioners; a good day.

>> mr.
perkins?

>> hi, my name is rick perkins, for those of you who saw me last night at the campo meeting, please indulge another presentation, I handed out two pieces of paper.
one of them is photos from f.m.
1826 the section between slaughter lane and highway 290 west and the other is six slides that I prepared for you.
a little different than last night.
i'm here before you because I am the president of the greneda hills homeowners association, we have a concern with the safety of this roadway.
i'm also a chemical engineer, I have somewhat of an ethical dilemma with this being that there is a safety issue, so that's why I'm pretty much going around to different governmental bodies.
but anyway, so -- so basically 1826 history is that back in about 19 -- mid 80s, it was a mad 4, approved as a mad 4 by campo, Travis County requested 1826 between slaughter and highway 290 to be constructed.
i have in a a minute order, all of the copies of the minute orders.
txdot agreed with Travis County if the county would buy the right-of-way, move utilities and provide money, I'm not sure exactly what that was for, Travis County agreed.
the Commissioners court agreed July 26th, 1986, this was actually going to become an extension of slaughter boulevard from the circle c area over to highway 290 west, which is this red line on this picture.
anyway, so -- so the good thing is that if this did happen, it would complete slaughter lane all the way to highway 290.
i guess county bond money was allocated in the past.
i'm not sure where it is now.
it's been in limbo since the mid 1980s.
about two years ago, I met with Commissioner daugherty, mr.
gieselman, don

>> [indiscernible] steve manila and others to try to see what we could do to jump start the project, try to get something done.
it just didn't happen.
there's something to do about a rescission by txdot or by the county to this -- to this minute order.
anyway, some of the problems are that there's absolutely been no changes or upgrades to this roadway in more than 30 years.
it is now a totally suburban roadway surrounded by subdivisions, schools, hospitals, there's medical complexes going in.
if you look at this topics, you can see there's quite a bit of right-of-way available.
and I think it's a little bit more needs to be purchased to make the mad 4 or mad 6.
but -- but it's just that we need some kind of an improvement to this roadway.
there's kids now trying to cross this roadway from our subdivision to get to the new middle school.
gortsky middle school, no sidewalks, nothing to get across the street.
there's bar ditches, txdot has after begging with them for a couple of years, txdot has finally decided they can put up a cross walk over 1826.
but they haven't guaranteed there's going to be any improvements on the sites to get to the cross walks, kids are going to jump through the bar ditch or something.
but there's also an economically disadvantaged neighborhood called somerville right here and it -- at one point that I tried to get cdbg funding for it, but I was told that could not be used.
so anyway, I just want to bring this to your attention and I'm going to also talk to -- to other people I guess ms.
scHubert about it, hopefully we can get something done, sidewalks or something.

>> thank you, mr.
perkins.

>> thank you.

>> mr.
priest?

>> thank you, judge, Commissioners, I would like to take this opportunity to congratulate our county clerk, dana debeauvoir, for her recent award and so if we could give her a round of applause.

>> [ applause ]

>> she is the best county clerk in the nation.
smell the best county clerk in the world if she will help us get our voting on paper ballots.

>> [laughter] that's just a -- just a vote rescue line there.
i hope we can get that accomplished.
one of the things that I wanted to speak with you, I also did bring up the idea with the campo board maybe they could pass a resolution to boycott txi, all of the other agencies on the board if they could do that.
the county has done everything they can do.
i -- they just don't have the authority.
i think that would be something -- if they don't have any money to build roads.
you all have quite a bit of time, maybe you all could pass a resolution from the county Commissioners court to that you won't use any of their txi products for county jobs, the campo board could influence all of the people on the campo board, maybe if there's no supply, no demand, they won't tear up our county.
just an idea.
we are using gas tax dollars to build ramps on toll roads.
we were told these toll roads we were going to get so many money from toll roads that we would be able to do water -- build water plants and pretty much find everything known to mankind.
now we are using cross collarization funds of 183 a to build a 290 east toll road that was supposed to be a 6.2-mile road that was going to cost $624 million.
which, you know, comes outs to about $100 million a mile.
of course the date day they took that vote, that estimate was 724 million.
the -- the toll road that was voted in on 290 east was supposed to be a 6.2-mile road.
now it's just a little over a mile, first phase of it that they're going to build.
they put four flyovers on this toll road.
and now they are saying that they are going to toll all four of those flyovers.
which -- which campo did not approve.
so we shouldn't be using tax dollars to build a toll road out on 130 where it dumps out on cameron road.
we also should pretty much rescind all of the toll roads voted in, they are obviously not the money makers that we were led to believe.
part of the -- part of it is the bond market, not only are they going to -- essentially it's not oversimplification, the bottom line is we can never get txdot enough money nor can we borrow ourselves out of debt.

>> thank you,.

>> thank you mr.
priest.
that does it for citizens communication, consent items are next.
