revised language: special item:consider and take appropriate action regarding receipt of federal economic stimulus - energy, efficiency and conservation block grant in the amount of $2,207,900.00 and a press release regarding the same.
our contract is not ready, but the good news, mr.
roger el khoury.

>> good morning, roger el khoury director of facility management department.
in March of 2009, the united states department of energy announced a plan for using 2.3 billion of the federal stimulus fund for energy conservation project in united states cities, states, territories and native american tribes.
the fund has been appropriated to the d.o.e., department of energy, energy efficiency and block grant program and have been designated for specific formula grant.
Travis County was designated to receive a formula grant of $2,207,900.
to receive this fund the county submitted the complete application for the grant by June 25, 2009.
the application has been approved for the award of the grant fund.
the department acknowledgment of the award number d.e.
-- d.e.
00895, from the united states department of energy in the amount of $2,207,900.
this grant has been approved for energy efficiency improvement to the executive office building hvac system.
the -- the news release announcing word of the grant to Travis County.
we sent all the information to p.b.o.
and auditor and the county attorney for the review.
of the -- of the contract.

>> so we expect the contract to be brought back to us at some date in the future.
hopefully very soon.

>> correct.

>> but we have been asked to sign this I guess certificate of receipt acknowledging acceptance of this money.
it says assistance agreement.
this is their document and the -- the press release they have asked us to do, we have attached that to the backup.
so before us today is authorization to sign that form, plus do the press statement plus roger thought we had received so much bad news recently that a little good news with help us.

>> we hurriedly put it on the agenda.

>> after the court initiate and signed this particular document from the feds, when do you think we will actually be alto -- be able to get the project, get started in the project, beginning and completion date?

>> we -- we -- right now we are negotiating the contact with the consultant to design the project.
i believe we are going to bring it to the court on September 8th for the award of the -- of the design.
for the consultant.
the consultant would take about five months to complete the -- the design.
and then from there have two months for the -- for the -- for the procurement of the contractor and from -- and seven months from now, Commissioner, that we're going to -- we're going to start the construction of the project.

>> seven months from now.

>> from now.

>> from now, okay.

>> sure.

>> yes.

>> we just wanted to make sure that the -- the acknowledgment that is being signed today is not the electronic signature for -- that is in the form that's were submitted.
because according to the -- to the -- to the language in here, that -- that submission constitutes electronically signed documents, which would mean that we would -- that the county would accept the grant without having the proper reviews by the county attorney and the county auditor's office.
we just want to clarify that it's not the electronic signatures for this.
we just -- there's a lot of details and this is a new grant that we have never received before.
i want to make sure that we're able to meet all of the requirements at the appropriate time.
that -- that's our only concern.

>> we think we'll have that done in two weeks?

>> I -- that should be -- that should be enough time to do that.

>> all right.

>> we can just hold off on this other stuff then until that's done if you think that's necessary.

>> it's very detailed information in the condition that are attached.
we want to make sure that we clarify with the county attorney's office, the auditor's office and even purchasing because there's very specific purchasing requirements that -- that we just want to make sure that we have all of our t's crossed and I's dotted.

>> much appreciated.

>> yeah.
