Now let's call to order the Travis County housing finance corporation.
1.
consider and take appropriate action on request to approve a plan to fund a new position for an administrator for federal grants and contracts.

mike gonzalez.
we're here, you have harvey Davis, the corporation manager's letter to you, requesting that the board of directors establish a -- a full-time grant manager to assist in the down payment assistance program.
the full-time position with benefit cost is 65,591.
it's classified as a senior financial analyst.
we have been using consultant for the last 10 years.
the consultant we have used for this, that verifies income eligibility for these down payment assistance grants, cj joplin, has informed us that she is retire and is not interested -- retiring and not interested in continuing with that.
harvey did send out an r.f.p.
we have made calls to various entities that have done this in the past and none of those have responded and so what we would like to do is proceed to -- to handle that function internally and you will see that on the -- on the back of the -- of the letter, the -- it shows the potential for a total of 253 home closings if we are successful in all of these grant proposals, I think we're expecting any day that nsp 1 grant that's about 1.3 million or 48 home closings, we do have the home funds, the -- the 300,000 we're expecting, I guess, in October.

>> and then we do have the cdbg, 528,000 for 35 home buyers.
and then the large grant nsb 2 that we will find out in February, about 5.5 million.
so one of the things in -- in home closings and qualifications is that working with these applicants that are clients, it does necessitate taking phone calls all of the time, coordinating closings.
one of the things that we didn't include in this that I would hope we could amend this request is to have a cell phone for this employee, once we -- once we hire them, so that they can be in -- in contact -- in contact in some of these home closings.
so we're here to -- to answer any questions you might have.
we think this is the way to go.

>> so we were unable to find somebody to contract with.

southeast housing finance has done this in the past for other entities.
he evidently have their plate full and they are not taking on any new contracts.
we did not have any response from four other people that we sent the r.f.p.
to.

>> so if we had been able to contract it out, what would the cost have been.

>> the cost would have been approximately the same amount of money.

>> would that motion include the possibility of us including a cell phone for this position?

>> if you follow our cell phone policy.

>> yeah, there is a -- there is one with -- with some requirements there.
some conditions and as long as that's followed, I see no reason why we would -- why we would object to it.
