>> good afternoon let's call to order the Travis County housing finance corporation.
item number 1 is to consider and take appropriate action on request to execute vendor direct deposit authorization forms to reimbursements -- so reimbursements for the tenant-based rental assistance grant will be the positive into the tbra bank account.
and tbra means?

>> tent al-based rental -- tent gnat based rental assistance bank account.

>> this item is to authorize that when we get reimbursed on our tbra grant that they are put into the tbra bank account that you authorize us opening last week.
when we executed the contract we've had to complete this direct deposit form and we at that time had the money for you to approve authorization to put it in a different bank account.
so this cancels that authorization and tells the state the correct bank account to put the reimbursements.

>> that's why I move approval.

>> second.

>> discussion?
all in favor?
show Commissioners -- directors Eckhardt, Gomez, Huber and yours truly voting in favor.

>> Commissioner Davis abstaining.

>> Commissioner Davis abstaining.
number 2, consider and take appropriate action on request to open a bank account for the neighborhood stabilization program.
any reason why we shouldn't do this?

>> no.

>> move approval?

>> any questions?
all those in favor, signify by saying aye?
show Commissioners, Gomez, Huber, yours truly, Commissioner Eckhardt voting in favor.
Commissioner Davis abstaining.

>> abstaining.

>> you need to buy yourself a microphone, mr.
davis.

>> [ laughter ]

>> I didn't.

>> item number 3, consider and take appropriate action on request to approve plan to advertise and select professional services for down payment assistance programs.

>> this was authorization to issue an r.f.p.
and to set forth the procedures for that process, the response to give to the r.f.p.
the r.f.p.
is for three professional services that includes property inspector, property appraisal and title report escrow services.
this is mainly the result of the awards we recently received.
as y'all recall, the corporation did receive a 1.3-million-dollar grant from the neighborhood stabilization program from the state of Texas as well as a 528-million-dollar grant from our cdbg program.

>> these services will help us in implementing the programs and helping us to disburse the funds to families in Travis County.

>> do we plan to have a preproposal conference?

>> we haven't really planned one.
we do have an r.f.p.
in the backup.
it's fairly straightforward.
one, we didn't feel a conference to take questions or to give instruction on how to actually submit the proposal was required for it.

>> are we collaborating with the purchasing department on this?

>> yes, we are.
they looked at the --

>> they're going to do the advertising for us and they have looked at the r.f.p.

>> okay.

>> and according to the h.u.d.
rules, we have to mail the r.f.p.
to at least three vendors, which we will do.

>> questions?

>> yes, I have one question, judge.
and that is when this piece has gone through successfully, I would like to know at what phase of this type of assistance to help home buyers with this particular amount of money.
is there a reporting time line whereby we will be able to know how the program works and basically who -- the Travis County participation in this as far as first time home buyers assistance.
i just want to see some kind of report.
i don't know if you want to do that quarterly when the money is exhausted.
i don't know if you really had something in mind to report back to the Commissioners court on the particular program.

>> in prior programs we have come back to you with a report when the grant period has ended.
and because snp 1 is just a larger and more significant program than we've had in the past, then we'd be happy to come back and probably be a good idea to come back say bimonthly and give you an update on how we are progressing with the program.

>> is that it?
move approval.

>> second.

>> discussion?
all in favor?
that passes by unanimous vote.

>> move adjourn.

>> all in favor?
that passes by unanimous vote.
