consider and take appropriate action on the following items related to the community development block grant (cdbg) funds from the u.s.
department of housing and urban development (hud): a, accept comments received during the 30-day public comment period on the proposed usage of cdbg funds for program year 2009; b, the final draft of program year 2009 annual action plan; and c, authorize submission of the program year 2009 annual action plan to the u.s.
department of housing and urban development, san antonio field office, region vi.

>> good morning.

>> good morning, christie moffat, Travis County health and human services.
today we bring forth a document that is eight months in the making.
we began this process in January.
had public hearings until the five public hearings in the spring in February and March.
we collected proposals for projects, we took that with public input and created projects and an action plan for review, back in June.
there was a 30 day public comment period regarding those proposed uses of the funds of which we're anticipating $866,380.
we received 4 public comments, those were all during the public hearings held here at the Commissioners court.
we received no comments in writing.
and just to give you a summary of what those comments entailed, it was to request caution when using cdbg administrative funds for travel expenditures, request for clarification to understand the advertising expenditures better and what they entailed.
one comment expressed support for the cdbg social work program and another voiced appreciation for the court's decision to increase the maximum level of assistance with the home rehabilitation program.
so in addition -- so I guess the first thing is --

>> terms of the action plan itself, we provided you a tracked changes copy.
because of our work on cdbg-r we were a little behind on getting some things in that we intended to before it went up for public comment.
i will outline briefly what changes were made during the public comment period.
we did grammatical and wording changes to improve clarity and readability.
included public comments, updated figures related to county investments and community development and public service activities.
we included language in the home rehabilitation and home buyers assistance programs that any program income proceeds would be reinvested in the same programs.
we also added language to the lave lane street improvement project that allowed any unspent funds from phase 2 to roll over into the construction costs.
we also added a section on foreclosure data and investments that behad been working on for some time.
and then finally we also added any acknowledgments of any stimulus funding that had been received that we knew were coming to Travis County, whether it was from a county department coming -- coming to a county department or a non-profit to help in different areas.
so we are asking that with all of those changes that you accept the final draft in its format.
as completed for this year.

>> finally we are meeting to submit those documents by Friday.
and as such we are requesting that the court authorize the judge, as the certifying official, to sign all of the related documents that have to be signed and that we be allowed to submit it so that we can access our funding for program year 2009.
