b090278-ld, to the qualified low bidders: a.
tas environmental services, primary contractor; and other than known as tas, primary contractor.
and b, eagle construction, secondary contractor.

i am wondering, I mean, glad to see low bidders.
i wonder why two?
why not three, why not more?

>> how many bidders, did we have, ms.
grimes.

>> we had a total -- we sent out 71 folks open solicitation, we got responses from two.
the way we wrote this contract, this contract is sort of if we need it.
years and years ago, well, since I've been here we tried to have contracts in place so if we needed them they were available, didn't take us three to four months to get the services.
these services or if we have a hazardous spill on the roadways or waterways or whatever, so we can call these folks.
the reason that we have two and the contract allowed it.
we say in our bid that we're going to have a primary and a secondary and sometimes we have a third and we have that provision due to the fact that if we call someone in the middle of the night and they can't get out there, then we can go to the next contractor and have them come out.
it's one of the very time sensitive type of contracts.
we need those folks to get on site and start cleaning up our spill immediately.
that's why we have, you know, the -- a primary and a secondary.
sometimes we have a tertiary.
for access or something.

i mean, because it is so potentially --
