50, minor construction and renovation services, contract no.
07k00307rv, architectural habitat of Austin, inc.

this -- this job order is for work at our precinct 2 office building to the first floor for the community supervision and corrections department.
the -- the contract amount is $334,710.
it involves demolition of dry wall and framing, will work, painting, floor demolition, carpet installation, doors, signage, hvac, installation, plumbing, electric, fire alarm and sprinkler installation services.
and roger is here to -- to explain it if you have more questions.

just want to make -- good morning, roger el khoury, director of facilities management department.
this is phase 2 of the renovation of the first floor of precinct 2 office building.
we almost finishing with phase 1 which is a constable area and now we move into the second one, which is the cscd area.
and this is part of the budgeted amount --
>> sure.
i understand that it's budgeted.
minor construction caught my eye in the backup.
and -- or minor renovation.
and $334,000 doesn't sound too minor to me.
i realize that 100,000 of that is hvac.
but one of the things that I was just curious about, what is our square footage cost for the renovation of this running?
how does that shake out?
>> the square footage.
>> that we are renovating.

>> just to help, Commissioner Huber, you are -- over the last couple of years, several years, the legislature has given more authority to do what they call job order contracting, which is supposed to be minor construction and repair.
tinnily and I and originaller and others have debated what minor means.
we have actually done some projects around a million dollars with this.
what this allows to do is we competitively bid for a job order contractors and then when we have projects we can get a quote from them, if we agreed with it, we can hire them without going through a lengthy process.
it's a time saver and hopefully a money saver for us.
that's just a little bit of background about job order contracting.
but we have debated that term minor and I'm surprised the legislature in fact last session there was -- there was the a and e's, always a little bit bothered by some of the legislation, they tried to look at it.
but it's not defined what minor is.
we sort of have an agreement, you know, when it starts getting to a million, we start asking roger for -- and ourselves perhaps maybe we should compete it.
but that's just a little background for you on that.
because we wrestled with the issue ourselves.
back Commissioner to the square footage, just making some calculation in my mind.
the second floor is about like 21,000 square feet and then the cscd is about like half the size on the first floor, roughly about 10,000 square feet.
>> 10,000 square feet.
>> somewhere in the neighborhood of $33 a square foot?
>> per square foot the cost of renovation for this project.
>> because each one is different right there.
depend on what -- what involve with each minor renovation project, you know, some of them -- some of them hvac system or wall here or a wall there.
but -- but as cyd mentioned -- mentioning all of those items that, you know, we have over there.
just -- it's a matter of -- of $30 per square foot because --
>> sure.
>> the total amount which is at 334,000 divided by 10,000, about 30.
>> that's fine.
it would be helpful to me if we could put the square footage on renovations.
>> we will.
>> appreciate that.

renovation will include, a long list of things.
>> that's the actually work that they will be doing.
this is -- remember this isn't a modification.

this is all anticipated by us, the renovation of the facility.

versus there's a documentation or note on the documentation here that says within the last 12 months 1.1 million.
that has been spent -- 1.1 million is for job orders number 1 through 50.
for the entire contract period.
>> it's different contracts.
it's different projects.
>> projects, exactly.
the $700,000 budget is for precinct 2 only.
the 1 point --
>> this is an issue that we've had before about how we track projects.
as opposed to contracts.
>> exactly.
>> so in response to the judge's question, how much is the budget for this project.
>> for precinct 2.
>> this item is precinct 2.
>> yes.
that was 700,000.

at great risk I ask the logical follow-up question, 700,000 the total budget.
>> yes.

>> [one moment please for change in captioners] that indicates that we are budgeting considerably higher than the actual project costs.
a significant amount of facilities to move over to other projects, outside the annual budget process.
right?
>> the $300,000 is not from the 950, it's for the whole total for phase 2 coming out of the second floor and first floor.
so the total budget for the whole, we have like 300, 300 plus thousand dollars.
>> okay.
from -- just from a kind of -- kind of a budgetary stewardship perspective.
it would be nice to have -- have a greater degree of transparency in -- in the backup.
for us to look at knowing what the total budget for the project was.
what is the expense so far, then wrap up at the end of the project to see how close we came at the beginning to see -- to our -- to correctly projecting the costs.
it's of course worse to incorrectly project too low, but also an issue for incorrectly projecting too high.

>> we will provide this information and -- this project has a long history about the budget.

>> yeah, we had lots of issues.
there was a time over a year ago when the economy was just crazy and prices were up and down and we were -- it was almost impossible to get a good estimate.

with the issue with concrete costs.
>> concrete, copper, steel, everything, fuel, everything.
