Number 2 is a public hearing to receive comments from residents regarding the proposed usage of community development block grant funds, cdbg, for the program year 2009 action plan.

>> good morning.
i'm here today to provide an introduction for a public hearing to get input for the proposed community development block grants or cdbg project for the program year 2009.
there are copies of the power point presentation in english and spanish on that table over there.
we receive funds from the department of housing and urban development every year.
we've received it since 2006.
the real purpose of the grant is improve affordable housing options, improve community facilities and services and revitalize neighborhoods.
at least 70% of the funds must benefit low to moderate income residents of the unincorporated areas of Travis County.
for the management of the grant we have a consolidated fund that establishes a strategic direction for a five-year period and an action plan that's establishes annual projects following those established priorities.
in 2006 the county established priorities for the 2006-2007.
this includes water improvements, street improvements, production of new owner housing units or infrastructure, rehabilitation of existing owner occupied houses and youth services or other public services.
generally speaking these priorities guide the proposed project for each annual action fund.
other priorities are considered as well.
for example, this year's staff reviewed submitted projects during the economic downturn and weakened housing market and given consideration to medium priority such as home buyer assistance.
for the program year 2009 we are expecting to receive an estimated $866,380.
we have recommended the following projects.
for home buyer assistance for the amount of $528,000.
second, a home rehabilitation project for $130,000.
third, a $60,000 project to fund phase 2 of a three-year project to improve a road called lava lane in precinct 4.
fourth, a public service project funded for $35,000.
fifth, a youth service program funded for $32,100.
and administration of a cdbg grant for $81,281 which includes partial funding of the

>> [indiscernible], a licensed social worker and I was a former cdbg social worker in between 1 and 3.
i would like to say this past program year 2008 between October and March I served 34 households with 96 people.
i'm sorry, 35 of them were children under the age of 12.
20 were people 56 and plus.
i appreciate the increase from 5,000 to -- under $24,000 per household for the home repair program because what I -- the work that I did and what I saw the homes definitely needed a money.
i appreciate continue crease.

that word "former" is such a harsh word.
have you moved on to bigger and better things?

>> yes.
i am working in precinct 3.

>> we have our new cdbg social worker in the audience now.
and that's jill smith.

>> what's her name?

>> jill smith.

>> ms.
smith, how are you doing?
you've learned how to keep a low profile, haven't you?
she is taking up the caseload and has started to provide services where we had a very smooth transition between irene and jill.

>> and this is a wonderful program where you went out to identify households in need and went to them?

>> yes, I did.
and I saw a lot of need out there.
there really is.

>> thank you.

>> thank you very much.

this is our second public hearing in court.

>> correct.
and the public comment period where we can receive public comment or written comment will remain open until July 24th.
at 5:00 p.m.
so the public comment period was then and we'll come back to you we're anticipating on August 11th to provide you the final draft of the action plan the comments that we received.
and then for on time submission by August 14th.
