Travis County Commissioners Court

June 30, 2009,
Item 16

View captioned video.

>> 16 is to consider and take appropriate action regarding a proposal for veterans and peace officers memorials at woodmansee plaza.
we discussed this item before, got real close, I think, to a consensus on what the court could and could not do, suggested that we reduce the writing a decision to address, right?
and that is what we have in our backup, I believe.

>> good morning.

>> how you doing?

>> good morning.
judge, roger el khoury.
judge, we brought it back again about this memorial, and facility management recommend the approval of the proposed -- the proposal from the executive committee to erect the memorial at the woodmansee plaza as described in the package.
and the Commissioners court also had additional questions for the executive committee for veteran and peace officer memorial, and the exhibit 1 is a response from the committee for the court's consideration.
and I will turn it over to ollie for more discussion.

>> yes.
i hope that the reply, exhibit 1, is satisfactory.
we are willing and we're able to take any questions, address any interests that you have, concerns.

>> this is my concern, ollie.
and number one, I would like to thank y'all again for what you're doing.
i think it's tremendous and I think it's -- I think you've probably heard this before, but there's no harm in saying it again.
my concern is the funding aspect.
how will you attempt to fund what we're trying to do here.

>> I can answer that because I'm going to be over there.

>> thank you, sheriff.

>> one of the things that I would like to say before I respond to that is that the longer we wait to raise funds, the harder it's going to be.
hopefully we'll be able to make a decision today.
we're not asking the county for a dime.
we are going to make contact with veterans to ask them for donations.
we're going to contact peace officers and ask them for donations.
we will hit the associations.
as a matter of fact, we have people that are ready to give money now, but because we've been haggling over where we're going to put this memorial, those individuals have held on to that money.
hopefully today we will be able to tie this up and start moving and trying to raise the money.
we are not asking the county for a dime.

>> okay.
well, sheriff, can you tell me -- I guess -- I need to go back through.
in other words, there has been a specific amount at this point on what you think you need to raise, and if there is any additional monies needed for whatever conditions that may occur in the future, can you tell me -- I'm sorry, go ahead.

>> I believe that document has been provided to you.
that's correct.

>> okay.
but I'm just saying if there are other extenuating -- every once in awhile you have something they call cost overruns -- contingencies and all that stuff.
let me ask this question and whoever can give me the answer.
with those particular components that I just mentioned, what would be a good, safe number of funds that you think you will have to raise.
that's what I'm trying to get to, with all of those other factors, contingencies, da, da, da?

>> I don't have that --

>> to pull off the project.

>> right now we just arbitrarily announced about 40,000, okay?
there is replacement cost that roger has provided.
our initial costs for the monument itself was up to about 27, 30,000.
i remember the first -- our first presentation, the judge asked that same question and I think just arbitrarily I gave her an estimate of 40,000.

>> and I think that's including, heaven forbid if we had to add a name to the memorial.
i don't know what the cost was, about $135.

>> 150.

>> $150.
that will be a cost that we might have to incur.
and I believe that the highest bid was about 27,000.
if we raise $40,000, we have money to work with.
and that would help us as far as moving the monument if we have to move it.
and I think that was a 2,500-dollar cost.

>> $4,000.

>> $4,000 to move it.
so we will have plenty of money.

>> that is to move all the memorials, the woodmansee and the peace officers.

>> well, I will support whatever it takes for you guys to raise the money and get started, but that's -- I'm in support of that, so I'm just letting you know that.

>> thank you.

>> we should be looking at the memo from roger with the memo from the executive committee attached.
and we won't start construction until the money has been raised.
but y'all think you can raise the money basically.

>> that's right.

>> move approval.

>> second.

>> discussion?
all in favor?
that passes by unanimous vote.
thank y'all very much.

>> [ applause ] what call call haggling, we owe what y'all call haggling, we call deliberating.

>> [ laughter ]
