Now let's call to order the Travis County housing finance corporation.
1.
consider and take appropriate action on confirming non-renewal of contract for external audit services for 2009 fiscal year for Travis County housing finance corporation.

this is the same item that you approved this morning on consent for the -- for the -- for the Travis County and -- and the letter is self explanatory.

number 2, consider and take appropriate action on request to approve minutes of board of director meetings of April 14, 21 and 28, 2009.

number 3.
consider and take appropriate action on request to approve a resolution authorizing the president at the appropriate time to make application to the Texas bond review board for allocation for a 2009 single family bond program.

>> and I'm here with our attorney, cliff blunt.
the -- as you know, the -- the bond market is -- is -- has not been healthy and -- in the last couple of years.
but there is a move to -- to have fannie mae and freddie mac be required to purchase single family bonds in order to help the housing market.
and to enable entities like the housing corporation to -- to get back in the market and issue single family bonds.
and as you well know, there is a limitation among housing finance corporations in the amount of bonds that can be issued because each state is allocated certain dollar amounts of private activity bonds.
so if -- if things on the national level come -- come into play, like we hope, and there is a market for -- for single family bonds, then there may well be a -- a rush among housing finance corporations to -- to claim the limited number of dollars with the Texas bond review board.
so the purpose of this agenda item is to pass the resolution, authorizing president Biscoe to -- to execute and authorize the corporation to pay the $500 application fee and get on the list with the Texas bond review board, if and when it is -- it is the appropriate time to do so.
and not have to come back to the board.
and delay time.
that way we may -- may get some of the -- of the valuable allocations should that come to pass.

and number 4.
consider and take appropriate action on request to execute a partial release of lien on 4406 acres lane in Austin colony owned by Austin habitat for humanity, inc.
this is the final lot, I believe there were 8 lots has we helped Austin habitat purchase.
back in 2006.
and their requirement was that we release the lien when the -- when the home was built and the -- the home buyer is ready to -- to purchase the home and we have -- have done an examination of Austin habitat during their -- during the course of this grant and found that they, as you would expect, have run their operation very, very well and so we do recommend that you release the final lien on this contract.

>> harvey, with that down at Austin colony, I know that they have done a great job, I would like to extend thanks to habitat for what they've done.
and also those particular families that were able to occupy these homes and behind this program that's -- that the county has put forth as far as supporting this effort.
and there may be more to come in the future.
on this type of venture.
so I'm really happy for those families and also the work that everybody has done and thank the court for what we have done on that.
it's really good.
