Now, do we have time to cover cdbg?
that is number number 15, consider and take appropriate action on the following items related to the community development block grant funds through the american recovery and reinvestment act of 2009.
cdbg-r.
available through the u.s.
department of housing and urban development.
a, request, accept comments received during the seven-day comment period on the proposed usage of funds.
why don't we just take a.

>> over the last three weeks, staff has come to the Commissioners court to discuss the usage of cdbg-r funds.
as a result the court selected a project on June 19th using all of those dollars and that is the water connections for plain view estates, that project and the whole document was put on public comment for seven days beginning may 22nd.
it ended on may 29th.
we received one written comment at the public hearing last week.
there was no -- no one attended.
and so we have one written comment and the interest in that written comment were road improvement needs for lake estate subdivision, enforcement of leash laws and speed limits within that same subdivision.
a call for agencies of authority to require the confinement of dogs, and a call for regulation of rv parks including sanitary regulations.
and so what we are requesting is that the court accept these comments to be included into the document and we are responding to the citizen who provided the feedback giving them referrals to any agency, whether it's internal or external, to address some of their needs that cdbg doesn't have the authority to address.

b is substantial amendment to the program year to it annual action plan.

>> in order for us to be able to receive the cdbg-r dollars, we have to amend, substantially amend our program year 2008 action plan.
we provided you yesterday a final copy of the full amendment including all the documents.
it includes the certifications and all of the other forms that are required.
and so we're requesting that you approve that today so we can have an on time submission at the end of the week.

>> then finally we are requesting for the court to provide the judge authority to sign all of the required documents so that we can provide the documentation to h.u.d.
so that they know of our interest about these fundings and also put the required spread sheet on the h.u.d.
recovery.gov website.

department of housing and urban development and part of that is for the county judge to sign on behalf of the Commissioners court.
