>> number five is to approve proclamation recognizing June 1 through June 7, 2009 as national cardiopulmonary resuscitation and automated external defibrillator awareness week in Travis County.

>> pretty good.
i'm chuck watt, Travis County occupational health and safety engineer in hr.
i'm also the public access defibrillator program manager.
and I want to thank the court for having us here today.

>> okay.
should I read the proclamation right quick?

>> yes, sir.

>> it reads whereas heart disease remains the leading cause of death in the united states and approximately 325,000 people die annually outside of a hospital due to sudden cardiac arrest, whereas approximately 95% of sudden cardiac arrest victims die before arriving at the hospital.
whereas affected by standard cardiopulmonary resuscitation, cpr, provided immediately after sudden cardiac arrest can double arrest triple a victim's chance of survival.
whereas an automated external defibrillator used by a bystander is easy to operated and is safe and highly effective in restoring a normal heart rhythm if used immediately after sudden cardiac arrest.
whereas in March 2009 the Travis County Commissioners court established the Travis County public access defibrillator program through the human resources management department, risk management division.
whereas the Travis County public access defibrillator program has deployed 79 aed's and 53 county buildings and trained over 500 county employees as lay rescuers.
whereas Travis County departments such as the sheriff's department, juvenile probation department, transportation and natural resources department and others have incorporated cpr and aed training into their department programs.
and whereas the president of the united states, the members of the american heart association, pardon me, the american red cross and the national safety council observe the national cpr and aed awareness week during the first week in June.
now therefore be it resolved that the Travis County Commissioners court on behalf of the citizens of Travis County does here by proclaim the week of June 1st through 7, 2009 as national cpr and aed awareness week in Travis County.
we urge every Travis County resident to be aware of the aed locations in county buildings and become trained in performing cpr as a vital life saving technique.
and I move approval.

well, I wanted to thank you for your continued support for this program.
i think it's a very important, viable program for the county.
i also want to thank the departments that have put cpr and aed training into their own programs.
and have helped install the aed's in the buildings.
how many people here are trained in cpr?
we have a couple.
we have a few.
well, we're going to get a little more training today.
i have a short video.
before that I would like to introduce to our left, little annie, one of our training mannequins, and baby annie, one of the other training mannequins that we use in the training in hr.
if media services is ready, they could cue up a movie, a short movie we have.
it's a training called it's not rocket science.
it's hands only cpr.

>> another questions the proper timing of compressions.
the last ponders the precise ventilation to compression ratio.
in the end, they decide to postpone any resuscitation attempts.
after all, you shouldn't rush decisions like this, should you?
giving immediate help to an adult who suddenly collapses isn't rocket science.
if an adult collapses, simply call 911 and begin pushing hard and fast on the center of the chest.
we call it hands only cpr.
don't be afraid to use hands only cpr.
it can only make things better.
call 911, push hard and fast.

everybody.
very good.

>> was that the bee gees staying alive?

>> yes, it is.
that's a very important song.
we use that song in our training because the beat is 100 beats per minute, and that's the rate of compressions.
and if you come to my training, I will sing that song.

>> you won't like it, but it will stick with you.

>> [ laughter ]

>> it gets the point across.

>> I can see that.
i can see that.
ah, ah, _ staying alive.
staying alive.
