And there are two -- two items ofness that we need to take care of immediately.
we will need -- we will need to -- to authorize me to sign on behalf of judge Biscoe to any of the business that comes before the Commissioners court today.

>> I move that authorization.

>> second.

>> all those in favor?
aye.

>> raise our hands around here.
it's -- it's unanimous.

>> no.

>> it's a motion to authorize me to sign on behalf of judge Biscoe for any of the business.
thank you.
the second item that we need to approve today is item 30.
and that is to consider and take appropriate action on order from county judge delegating the function of the Texas alcoholic beverage commission license and permit approvals to Commissioner Margaret Gomez for all applications presented beginning on Monday, April 20th, 2009, until close of business on Friday, April 24th, 2009.

>> so move.

>> move approval.

>> second.

>> all in favor?
unanimous.

>> thank you so much.

>> uh-huh.
moving to the first item.
on the agenda, citizens communication today.
and -- first three people are ronnie reeferseed, morris priest and that's it.
first two people.

>> good morning.

>> good morning.

>> sadly, I must say gus is not here today.
he's handling family business.
but briefly I just wanted to say it was 40 years ago today as I was beginning to appreciate the beetles so-called white album.
when the late great frank zappa already released freak out.
here's my rendition, help, I知 iraq.
help, I知 iraq.
help I知 a cop.
anyway.
I知 not a cop and I just started to look like one now, right.
hey, maybe not.

>> anyway.

>> are you referring to your haircut.

>> something like that.
of course, I知 ronnie reeferseed, here again to speak about our sacred constitution how it still helps us all remain relatively free.
for Commissioner sir a Eckhardt, god bless guns.
just imagine with over 100 million good toting freedom fighters among us now, nobody here or abroad can even pretend to image conquering our nation without disarming us, first.
say hello to our very own

>> [indiscernible] obama, he led the charge to deny all americans access to any guns, ever.
that's right.
obama introduced legislation to take away all guns from all law abiding citizens.
you know what?
then truly only criminals will have guns, in the case of england right now.
since den filing guns to law abiding citizens in england, the violent crime has gone through the roof over there.
even the bobbies have to carry guns.
let us learn we must all face reality and act accordingly, guns exist.
to pretend otherwise is foolish and irresponsiblely provocative.
some people die from gun violence, car wrecks also, but it is also true it prevents crime every day and saves life from violent crime.
the fact is that states like Texas that grant their law abiding citizens the right to console and carry their own guns, have been seeing a continual lessening of violent crime as a result.
think, people, which would be a better prospect for criminals, from home invading criminals, the home of a gun toting citizen or a defenseless.
obviously criminals prefer for their victims to be defenseless.
imagine that you were an enemy of our nation, wanted to hurt us all.
is it not obvious that a well-armed citizenry is a big-time discity of san antonio to anyone thinking of attacking us?
again,

>> [indiscernible] more brightly thanks to our nation's gifted founding fathers and the freedom of political speech with all take for granted here can still be enjoyed every day at infowars.com online.
90.1 f.m.
radio, 11:00 a.m., 3:00 p.m.
weekdays and 4 to 6 on Sundays.
lots of ideas and lots of information.
thank you so much.

>> thank you.

>> mr. Priest.

>> thank you, acting judge, market Gomez, Commissioners.
wanted to talk to you about the acting bylaws, to encourage the Commissioners to encourage the bylaws more closely.
there was some discussion by my Commissioner, sir a Eckhardt, sarah Eckhardt and jeff mills about possible legal questions due to the fact that we're going to be dissolving the joint powers agreement of the county.
I did bring up an item on that agenda that I would like each county of the campo region to be able to put something on the agenda.
for example, if the entire court wanted to place something on the agenda.
currently the way campo is set up, you have to go through the chair to put an item on the agenda.
if the chair doesn't approve, then you get to go to the executive board.
this doesn't give citizens or the county very many possibilities to get anything on the board.
put on the agenda of the campo board.
these bylaw changes affect everything from our public notice, which has been a big discussion in this Commissioners court, but Commissioner Davis which I really appreciate, public notices is important.
I did have a question and would like to know who to talk to with the county, I have gotten some information, but on this -- on this agenda that we have here, the Travis County court agenda, it's my understanding that -- that -- that last time I came up here, there was a campo meeting on Monday.
I came up here.
y'all have your Commissioners court meeting on Tuesday.
so the campo board meeting wasn't on this agenda.
so I think that when we have -- when we have -- if we could have more possibilities of having more notice maybe even posted a week or so, have it running on this agenda if it's legally possible, maybe even a week or two prior or maybe, you know, every week, you know, have it, when they're going to have a campo meeting.
I know that there's been times that there's been a conflict at the December the 1st meeting they had two -- they have four hearings that were statement of purposes, but they weren't the actual item on the agenda.
if you look at the potts card for the December the 1st meeting.
the last postcard that was placed out by campo.
this last postcard as all of them have had is -- they had a comment period.
there wasn't a comment period for -- for the December the 1st campo meeting.
there was a -- there was four meetings, they started like on November the 5th and ended on like November the 13th.
and it's my understanding that there's supposed to be a 28 day period.
so I just would like some of those questions to be answered and hopefully we get answers to some of the postings.

>> thank you mr. Priest, if you would like, you can check with my office and we'll go over those post cards if you would like.

>> all right, thank you.

>> and we could also take a look at the agenda items. I知 pretty sure campo was posted but it might have been on the previous agenda backup.
agenda.
but we'll take a look.

>> thank you, is there anyone else who wants to address us during citizens communication?
that is on an item not on the agenda?
