Item 5

View captioned video.

item 5 has to do with continuing some of the transition components of the star flight business plan.

>> you played a big role in moving star flight as county only operations.
what we have to do now as it's appropriate is we move some of those existing relationships and contracts that they had with the city now we need to make them county contracts.
when star flight is called on occasion, we hope that it's rare, but during disaster and emergencies they are asked to use their skills and abilities to go and assist other agencies in disaster, such as the recent hurricanes that we've had, et cetera.
all that -- I’ll let casey again get into the operational aspects of this.
because I think the public needs to know as well as other agencies, the sheriff's office brought in one similar to this.
not only our county, but also our region.
and -- and so I think this would be something that I’m glad that you have asked about this.
I think that it's something that the public needs to know that -- that we are utilizing our resources for the benefit of others in this matter.
casey, if you would explain kind of the relationship that's fully funded, fully reimbursed and -- and it's been going on for quite some time.

>> this is a memorandum of understanding with Texas engineering extension service at Texas a&m university.
has the emergency service function nine, search and rescue responsibility for the state.
when a community or a region exceeds its ability to respond to a -- to the disaster, they would contact the state operations center which would then contact tets and request search and rescue assets.
currently this m.o.u.
would be for people only.
and it would basically be using that -- the capabilities of our personnel paired up with other assets to perform search and rescue functions.
in the state.
the m.o.u.
does cover all of our direct personnel costs.
and also covers any back phil costs that may be associated.
so if we had to send an employee to state deployment, them we had to use another employee to backfill that they would cover our costs.
really it is 100% of our costs as it relates to personnel.
overall we think that it's a very good program, has been beneficial for the citizens of Texas.

>> move approval.

>> second.

>> all in favor?
okay.
