consider and take appropriate action on the community development block grant anti-displacement relocation plan.
>> good afternoon, christie moffat, Travis County health and human services.
Travis County received community development block grant funds from the u.s.
department of housing and urban development.
as a result of those funds the county needs to have a residential anti-displacement and relocation assistance plan.
in our 2006-2010 consolidated plan, contained in that document was a policy that we would not select projects that displaced persons.
well, we needed to build upon that and so what we have done is we have taken examples from a couple of different counties, and also looked at the regulations contained in the uniform relocation act as well as in the 24 cfr part 570 that requires us to pay and under certain circumstances if we displace anybody, for example if we were to -- if we wanted to rehab a rental property, an apartment building, and we were going to have to ask everyone to leave that apartment complex while we did that rehab, we would need to pay for people to live in a place that was equal or better to the circumstances they were currently living in for a 48-month time period.
and also pay their moving expenses and then relocate them back into that property and if that property wasn't going to be available for them to move into, then we would have to find alternate permanent placement.
so we haven't selected anything like that.
we haven't gone down that road.
but we are required to have a plan in place that generally provides the guidance to staff about how to handle those situations should we decide to select a project that involves potential to displace anybody.
either purposefully or unintentionally.
so what you have before you is a very broad generalist kind of plan.
staff intends over time to provide increased procedures, examples of notices so that -- so that there is a more definitive way to take a look at actions that needed to occur to implement the policy.
but for right for you we wanted to provide this generalist plan that we know the two counties that we took a look at and actually combined their plans, they have gone through monitoring successfully with h.u.d.
and this was sufficient for h.u.d.'s review.

>> well, what will happen is if we bring to you a project that relocation would be necessary, we would actually go ahead and create a plan and at the time that we requested that you approve a project for cdbg funding, we would outline the costs associated with that and so part of that cost would be rolled into the entire budget.

i guess we -- we approve this we'll send it to h.u.d., they will let us know whether -- whether we should modify it or not or whether it's acceptable?
>> typically they will do that when they come to look at us.
i'm happy to send it to them to see if they have any feedback for us.
when they come to monitor that's typically when they will want to look at this information.
