19 is to consider and take appropriate action on interlocal cooperation and agreement with the city of Austin for improvements to bullick hollow road, required to facilitate the construction of water treatment plant no.
4 in precinct 3.

i'm steve

>> [indiscernible] from tnr public works.
this is a request to approve an interlocal agreement with the city of Austin.
they are in the process of developing their water treatment plant no.
4 at the intersection of bullick hollow road at 620.
they are going to need to use bullick hollow road, which is a county maintained road, to bring access to the construction site, to haul materials in and out, and it's anticipated that because of the mound of traffic they're going to be generating, at least during the first phase of the construction, that they are going to need to make improvements to the road.
what this agreement does is it requires them to add turn lanes, and a truck climbing lane, to maintain the road and throughout -- throughout this heavy period of construction and if necessary reconstruct parts of it.
does not cost the county anything.
it does hold the city, though, accountable for maintaining that road in as is or better condition throughout the construction process.
the construction is anticipated to start taking place later this year, perhaps four to eight months.
there's no road closure there will be required of it.
we've looked over the traffic control, and tnr is satisfied and would recommend approval.

>> I've heard concerned voices from some of the valenti people out there and I just wanted to raise the question.
the ski of Austin will be improving the stretch from 620 to oasis bluff.
that's very steep hillside, and it continues to go on down beyond on aces bluff at a steep grade.
do we have a sense -- and I'm sure that you'll be on top of it, but there's been some concern that the storm water runoff rushing through there and the improvements may end up being a greater volume than is even already coming because of drainage off the property and that that may impact the drainage below oasis bluffs, which is already -- it's a very natural, very steep, straight off the side of the road situation.
so are we thinking in terms of what's going to go on below oasis bluffs from a county maintenance and management of the storm water as they are doing the improvements uphill from that?

>> that route and bullacolo are the only two routes in.
there is an anticipated possible overlap of the cop instruction on those two roads.
is there and way that we can work to try to keep those from overlap text -- tex dot's projects always seem to be delayed.
that could be problem at ec.

even though there are going to be no road it is going to be passing through construction zone, occasionally flaggers moving equipment in and off and narrowing the equipment down to one lane operation while they move a truck across the road, whatever.
tex dot is just now starting the acquisition of right-of-way, which the previous item the court approved, is to give them our fair share of the money needed for right-of-way.
i looked at their bidding schedule for remainder of the year and don't see this project on it, 2769 project.
the construction of the improvements is expected to take four months.
if there's any overlap at all, I think it's going to be less than a month.
and to your point, Commissioner, it does take longer for tex dot to go through some of the processes.
it would be somewhat surprise they actually got all of the right-of-way acquired and kept the project through their bidding and award process and got it all started while the city was still working.
