Travis County Commissioners Court

March 17, 2009,
Item A3

View captioned video.

Now, to an easy item, a 3 is to consider and take appropriate action regarding the dedication of the travis state jail community justice center, family visitation center, including invitation, a b, agenda and ceremony, and c, press release.
you probably saw the mails from mr.
jeffreys.
and the kind reply from the county judge.
in my view the Commissioners court ought to approve this.
we have been looking forward to this day for a long long time.

>> absolutely.

>> we would like to get it done on April 3, which is a Thursday.

>> a Friday.

>> which is a Friday.
is April 1, all right.
all right.
so the invitation, we have a copy of that?

>> yes, sir, you should have.
if not, we can get you that.

>> two on one page.
that is to indicate that staff is following our spirit of reducing paperwork.
so we cut this in half and have two copies of each, right?

>> that's right.

>> and what we do here is set it for Friday, April 3, 3 p.m.
that is good time to set it on Friday?

>> pardon me?

>> 3 p.m.
a good time to schedule this on Friday?

>> we were thinking that is the day that criminal justice board was meeting.
they were in town.

>> so they can attend.

>> a good time for them 3 p.m.?

>> yes, sir.

>> I do think we need them present.
they have been a good partner so far.
the board is not like the rest of the government employees.
they don't take off early on Friday?
we are sure the board will still be at work at three o'clock?
they have signed off on three.

>> yes, sir, they have.

>> who is the county judge to indicate otherwise?
in that case, it will work for me too.
it's simple short invitation.
move approval.

>> second.

>> discussion?
all in favor.
that passes by unanimous vote.
the other thing about this, part of our agreement was that after the facility opens, it really would become a state owned facility.
and they would be responsibility for upkeep, security, et cetera.
our commitment was to help get it constructed and open.
right?

>> yes, sir.

>> okay.
the agenda and ceremony?
you have that there.
the warden is peaking.
we don't have a place here for chair of the bore--board, do we?

>> should be an updated agenda.
if you don't have it, we do have a place nor alonzo bradley.

>> chair of the board of cdcz.

>> board of criminal justice?
i haven't gotten confirmation.
that is the reason it's in the on there.

>> I would have a speak --space for one of them to speak.
the other thing, we have special speaker, honorable county judge judge Biscoe, in case you're proved to give a word to do.
just list us down there whether we speak or not.
that will make sure that our county judge speaks for only a minute or two rather than ten.
the question, I think, for the board, state board, is whether we should list all of them and just, what if we put invited the give brief comments and list them?
same with the Commissioners court, if you are not there and you don't speak, or you are there and you think it's been covered anyway.
i don't know how many times we can say we're glad to see this facility open and we're sure we will put it to good use.
i said that in 30 seconds.
but I think that kind of promotes the inclusiveness that we are aiming for.
if not on the agenda, on the back of the agenda, I would certainly put the names of all the members of the advisory committee currently.
fan --and if we can think of sate officials that really were instrumental from mr.
quarterman on down, I would put on here an opportunity to thank them in writing, if nowhere else.

>> okay.

>> even if we have to put it on the back of the agenda.
i just think that would be the appropriate thing to do and probably appreciated by them.
because it has been kind of long and drawn out process.
and it wasn't quite unique because they have done it in other communities.
but it was unique for this area.

>> yes, sir.

>> and it was not the kind of project that you would see replicated time and time again.
because it's been, what three or four others?

>> yes, sir.

>> I'm just thinking off the cuff, but I think this would be in the right spirit.

>> okay.

>> and it's pretty easy to do that, right?

>> absolutely.
we can add that to it.

>> is that enough for the agenda and back of the agenda?

>> that's enough.

>> I move approval of all those recommendations.
let's put you on the agenda too, justly, just in case any discussion?
i'm just thinking off the cuff, but I think that it occurs to me that where I have been to like celebrations, it's kind of been good to know that there have been just a lot of people involved.
and rather than leave somebody out, it's probably better to give mere credit due than less.
and by simply putting them on the back of the program I think will be a good deal.

>> they can get credit.
we can certainly do all that.
anymore discussion?
all in favor?
that passes by unanimous vote.
then there's the press release.
judge board, Commissioners court, deputy director of the tdcj, advisory committee.
any other recommendations for kimberly and roger?
you don't mind seeing your work picked on like this, do you?

>> not at all.
not at all.

>> move approval.

>> second.

>> discussion?
all in favor.
that passes by unanimous vote.
now, have we alerted the print shop that we need a pretty fast turn around on this?

>> yes, sir.

>> that we're working on an April 3 date?

>> they have been notified.

>> okay.
if you need to name the member of the Commissioners court, do so.

>> okay.
certainly will.

>> thank you all very much.

>> thank you.

>> roger, any words from you??
we're okay on that.
i think we are going to get the construction for the asphalt and sidewalk this week and early next week.
took so long to get the check there huntville.
we turn them in about three weeks ago and we just got them a few days ago.

>> okay.

>> so we're moving forward.

>> thank you very much.

>> thank you.

>> now we have our legislative session.
if we could get mr.
ec steen to head this way.
donna, are you here on the legislative items?
mr.
eckstein, if we can get you to head this way.
we called it up a minute or two early.
as long as we don't take action I think it's all right.
although we did post for eleven o'clock.

>> judge, I want to make an apology.
i don't do this all the time.
but number a, I kind of misspoke.
i was uninform.
i spoke ignorantly.
i'm not against the program and all.
i'm a reactionary to the war on terror.
and the word terrorism is in there.
that's really all I objected to.
i was corrected on that by one of our fine public servants here.
i just wanted to apologize.

>> no problem.

>> thank you.

>> thank you very much.
since it normally takes a few minutes to read the legislate ef item, maybe we ought to get it out of the way.
