28. Consider and take appropriate action on options for investment of $450,000 of new social services funding available for fiscal year 2009.

>> that's understandable.

>> but the next one is $450,000 of new -- $450,000 of new social services funding available for fiscal year 2009.

>> yes, sir, this is the -- the exact same backup that you received about two weeks ago. And actually staff was coming forward to request any input that the court had for us as we sort of move through a process of preparing an rff for this amount of money. Part of our community to the -- commit to the community was to discuss with our partners what types of services and what gaps we were looking to fill with these dollars. So we brought this forward to you basically to say here's what we have in mind, we are not asking for approval of the rfs, we would like your approval on this general direction at this point, so has we could talk with the community about what our plans are and receive their feed back. At that point we would come back to you and lay out what the feedback has been and then give you a more definitive option to approve for us to go forward and draft an rfs.

>> my only concern last time was that we do the workforce

>> [indiscernible] issue at the same time we did this or immediately before because we had been promising that one. Questions or any advise for staff? Advice for staff? Move that we proceed with this, chat with community stakeholders and residents, receive their input, evaluate it and next time we see you there will be a specific product that you are recommending?

>> absolutely that is our plan.

>> discussion? All in favor? That passes by unanimous vote. Now, the bottom line on all of this is that we're trying to provide temporary assistance to individuals in need and our goal is to help make them self sufficient so at the end they will become productive tax paying citizens who no longer need our support in this area. Indeed who may be able to help us support others.

>> that is accurate. I would call it bridge programming. A lot of times people need a bridge when they are finding themselves on one side of the bank without necessarily a boat to get to the other side. And so I think that we are providing a lot of bridges across some very troubled waters.

>> that's the reason that you have swim lessons.

>> [laughter]

>> there's another way to get over there. Dog paddle or something.

>> thank you, ms. Flemming, for that item. We did vote on that, didn't we? Now you are throwing me off.
