Resolution of the Travis County Commissioners court authorizing the executive manager of Travis County health and human services to sign certain documents related to the community development block grant; 4 3:00 3 b, use of internal health and human services and veterans service resources for operating expenses until a fully executed program year 2008 grant agreement is obtained from the u.s. Department of housing and urban development; c. Certificate of exemptions from environmental assessment for the following program year 2008 projects: 1) family support services social work services expansion; 2) design, engineering and environmental services for the lava lane substandard road street improvement; 3) water/wastewater and other project planning, and 4) administrative expenses; and d, other related items.

>> so item a is a resolution that was prepared by the county attorney's office to allow the executive manager of health and human services to sign certain documents, so that we could use the court's time more efficiently. Rather than having to come every time that we need something signed that doesn't contractually obligate cdbg dollars. And so --

>> [indiscernible] through echo, the homeless coalition, they have to turn in an application annually. They also have to get a certification that their projects are in alignment with the consolidated plan that the court approved. So actions such as that and also certifying officer also has to sign-off on anyone who is allowed to access the hudnell's data management system. -- hudnell's data management -- hud's data management system. We are asking that the health and human services executive manager have that authority. As well as the judgment call on whether a particular item should be brought to court. >> b, for the first time we are using grant funds to pay for the expenses related to the community development block grant. As such there is generally a problem with getting the grant agreement with h.u.d. After October the 1st because there are certain processes -- during that time we do have operating expenses that need to be covered. This request is just allowing the use of some line items in the executive manager's health and human services budget to cover those costs, they will be reclassified to the cdbg grant as soon as we have the certification of funds completed to the auditor's office. We anticipate perhaps $5,200, that's only if we don't get the grant agreement certified and approved and the budget set up before we have to advertise for the consolidated annual planning and performance evaluation report.

>> absolutely.

>> discussion? All in favor? That carries unanimously. The final item is we have to do an environmental review on h.u.d. Funds. We have gone through this with you all. Any project that does not have a fiscal impact to the environment. We are allowed to classify those items as exempt. The items before you are all exempt per h.u.d. Standards or h.u.d. Regulations. So we are requesting that the judge who certifies an officer for this form be authorized to sign the exemptions so that money can be spent in an appropriate way. We have to do these before we can start any projects.
