Item 22

View captioned video.

>> 22, dr. Stewart wishes to address us on this item and she cannot come over until this afternoon. She is going to try to get here at 2:00. Do we want to go into executive session for 15 minutes? John, do we have our lawyers here for 15 minutes worth of advice? Or do we want to go to lunch and come back at 1:30? What's your preference?

>> let's go to lunch.

>> let's go to lunch.

>> move recess to 1:30. All in favor? That passes by unanimous vote.

22. Consider and take appropriate action on travel request for dr. Lynn stewart to attend conference "primary care orthopedic and sports medicine update 2008", pursuant to rule #12a (international business travel to hawaii) on October 5 through 13, 2008.

>> good afternoon.

>> good afternoon. Distributed budget rule that requires basically court approval of -- of travel to other countries as well as alaska and hawaii.

>> yeah.

>> those are two states that we don't hear much about.

>> until recently.

>> [laughter]

>> until recently.

>> until lipstick came about.

>> well now --

>> we won't talk about lipstick. Doctor stewart requested attending the training for musculoskeletal disease, one of the high cost drivers in the health plan. She is going to pay her own air fare since it is in hawaii. The county would pick up the remaining cost of the registration, hotel and per diem and that's standard with attending other training and seminars.

>> so the total comes to?

>> the total county cost would be about $2,100.

>> what fund is available to cover training for the clinic employees, is that -- is that the line item?

>> that's correct.

>> that's actually two. One page 4, travel meals and lodging, one page for -- the registration fees come out of one line item, hotel and per diem come out of another one. Currently the revised budget for both of those line items is about $9,900 right now. The balance is about $5,100, so there's sufficient resources between those two line items to take care of this.

>> okay. We have not -- that's 2008?

>> that's 2008 budget.

>> we have not rolled that into the year end balance?

>> we have included a projection of all of the various line items within the fund, the majority of expenditures in that fund are claimed. Those are the millions of dollars. This is $2,000. It wouldn't -- it would be a minor impact to the beginning fund balance. I suspect because we give a round number when we do the projection that it probably wouldn't --

>> it's there, though.

>> it's there.

>> okay. Dr. Stewart is this really a conference or --

>> [laughter]

>> yes, it is.

>> can we go?

>> do you have a medical degree or a nursing degree or a physician assistants degree, you will be welcome to attend. Very specifically this is focused on musculoskeletal issues. Also with a sports bent which will include a lot of heat related issues that we see here in Texas with our employees who work outside, rashes related to heat and excessive sweating are similar, both in -- in athletes and in people who work outside when it's 100-degrees the way it is in Texas in the summer for months on end. In addition to that, we see a lot of injuries that occur both at home and on the job with shoulders and knees. That are just common, musculoskeletal complaints and this will go through one on one training with the physicians for exams and how to be able to exam assorted types of patients, because not everyone is petite and small and necessarily as easy to examine as other people.

>> I have advised taxpayers that you do not play golf.

>> I do not play golf.

>> do not swim. I said that only leaves the conference.

>> surf. Surf.

>> no, I've never been surfing.

>> surf is up.

>> move approval.

>> second.

>> just a little Commissioners court humor there, dr. Stewart.

>> all right.

>> [laughter]

>> think about it.

>> golf, no.

>> any more discussion? All in favor? That passes by unanimous vote.

>> have a good time.

>> thanks for being bold enough to submit the request. We were bold enough to pass it.

>> thank you.

>> have a wonderful time.

>> and learn a lot.

>> all right.
