4. Receive comments regarding the annual written plans for the 028 records management preservation fund and 057 county clerk's records archival fund. Move that the public hearing be opened.

>> who is here to make the presentation on number 4. Our county clerk or a county clerk representative. Anybody here to give testimony during this public hearing? This is a dedicated fund, fees are collected when you file a lawsuit. That money is dedicated to archival preservation of records, et cetera, by state law and this posting is to give residents an opportunity to give comments if they have. Does anyone have any comments on item no. 4?

>> judge, let me ask a question. Before we move from the public hearing part of this, I want to make sure there aren't people that aren't confused about how to speak today. I know that there are some people here to speak. Some of the folks probably think if they are wanting to talk about the tax rate today maybe thinking they can speak at citizens communication, which, judge, I suppose that they could. But given the fact that it is a --

>> but if they want to come and speak in the public hearing part, which -- which they can, even though it's agendized given the fact that it's -- how would you like to proceed?

>> I would like to receive those comments when we take up items 8 and 9.
