A1. Consider and take appropriate action on grant contract with the Texas commission on environmental quality for transportation and natural resources to administer the low income vehicle repair, retrofit and replacement assistance program that provides grant funds to qualifying individuals who own vehicles in the county that fail mandatory emission inspection. This is a program that we've had in place historically. Any issues?

>> no, judge Biscoe. For the record this is adel noel, this allows us to continue with the program for fy '09.

>> we --

>> we do have an issue that we discussed during the continuation of markup, we can address it here as well.

>> I thoughts that the issue was -- related to a different grant, not this grant.

>> sorry, sorry, jumped ahead.

>> there's no issues with this grant.

>> I move approval.

>> Commissioner Davis?

>> yeah. Second that Commissioner. But I just need to find out this program is a pretty big deal. Because it addresses persons that are low income status to ensure that they are able to move forward and participate in this program. My question is as we go into fy '08, since it is a brand new program, but as we go into fy '09, is there anything to indicate that -- the -- the performance level or the participation level of the program itself?

>> yes. There is, actually.

>> all right, could you give me that? The public may need to hear some of this stuff. And so that's why I'm posing the question, because it is significant.

>> in fy '07 we had a little bit less than 500 people.

>> when now.

>> fy '07. Since January we've had over 2000 applications. We've had approximately 1200 people successfully go through the program. The other 800 did not qualify. Based upon the vehicle not meeting the requirements of the program.

>> okay.

>> but we have seen a massive increase in people participating.

>> you said the vehicle didn't meet the -- was it -- those that didn't qualify was it because the vehicle -- the vehicle what?

>> the program require that's a vehicle be registered in Travis County or another participating county for 12 consecutive months. It also require that's the vehicle pass an inspection within the previous 15 months. Some of these vehicles that have come through the program have not been registered for 12 consecutive months or they have not passed an inspection within the previous 15 months.

>> okay. Lay that out. Okay. Thank you.
